- This is a Sources Sought Notice. It is not a solicitation or Request for Proposals. This notice is posted to identify potential sources to perform the services described below. Any proposals received in response to this notice will not be considered. Western Area Power Administration (WAPA), Rocky Mountain Region (RMR) is seeking qualified and experienced contractors interested in establishing a support services contract for vegetation management assessment. WAPA RMR is requesting that interested contractors respond to this notice by providing the following information: (1) Company name, address, and point of contact, including POC's telephone number and e-mail address. (2) Type of business, (i.e., small, small disadvantaged, woman-owned, HUBZone, serviced-disabled veteran-owned small business, etc.) under North American Industry Classification System (NAICS) Code 561730 (Support Activities for Forestry), and DUNS Number. (3) The NAICS code under which your company usually performs the types of services described below. Provide description and rationale if other than NAICS 561730. (4) Capability statement. Vegetation Management Assessment and Monitoring The overall objective of the Western Area Power Administration (WAPA), Rocky Mountain Region's (RMR) Integrated Vegetation Management (IVM) Program is to aggressively manage transmission facilities for the exclusion of incompatible vegetation and the recruitment and retention of compatible vegetation with overall enhancement of wildfire survivability. This is typically characterized by activities which establish and maintain stable, diverse plant communities comprised of native species exhibiting non-conflicting mature growth characteristics. These types of plant communities are compatible with transmission system operations, provide important ecological functions, and naturally discourage the re-growth of incompatible species. Western's approach is further directed at reducing the frequency and overall intensity of future treatments, which reduces undesirable environmental impacts, while significantly reducing the risk of unintended power delivery interruptions. RMR requires the services of an experienced Contractor in Utility Line Vegetation Management to perform assessments and monitoring of WAPA's high-voltage electrical transmission line Rights-of-Way (ROW), in accordance with National Energy Reliability Company (NERC) requirements and guidelines, and RMR's IVM Program. The deliverables provided under this contract will be reports and recommendations from which WAPA will develop Statements of Work (SOW) of tasks to be performed by others (e.g., Vegetation Management Treatment Contractor). The contractor is responsible to furnish all administrative support, labor, supervision, supplies, materials, equipment, equipment maintenance/repair, and transportation required to safely and efficiently provide the required services. Services will be performed within a 5,000+ mile transmission system located throughout Colorado, Arizona, Nebraska, New Mexico, Montana, Utah, and Wyoming. Work will be performed at all times of the year and under all weather conditions. Work sites may be extremely remote, and/or in mountainous, rural, residential, agricultural, suburban, or commercially developed locations. A wide range of terrain and vegetation communities commonly found in the states listed above will be encountered. Work site access will range from easy vehicle and heavy equipment access to foot access only. Work will typically be performed under and around high-voltage energized transmission and distribution lines (voltages up to 500 kV) and energized transmission and distribution facilities. The Contractor shall provide the following qualified personnel to perform the following general categories of survey and site assessment program services required by the contract: Senior Utility Forester Senior shall possess a four (4) year college degree in Forestry, Natural Resources Management, or related field(s) and a minimum of five (5) years of utility line vegetation management related experience. Position shall have a mix of experience in forestry, arboriculture, ecology, natural resource management, biology, landscape maintenance, horticulture, environmental sciences, geology, agriculture, and urban forestry. Junior Utility Forester shall possess a four (4) year college degree in Forestry, Natural Resources Management, or related field(s) and a minimum of three (3) years of utility line vegetation management related experience. Position shall have a mix of experience in forestry, arboriculture, ecology, natural resource management, biology, landscape maintenance, horticulture, environmental sciences, geology, agriculture, urban forestry, and geography. Trainee Utility Forester should possess, or be in the process of obtaining, a four (4) year college degree in Forestry, Ecology, Natural Resources Management, or related field(s).
