Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The purpose of the NIH Therapeutics for Rare and Neglected Disease program (TRND) is to develop new candidate drugs for individuals with rare and neglected diseases. TRND activities will build upon the NIH Roadmap to accomplish its goals including the successes of NCATS. Our group facilitates drug discovery from the basic research lab to the pre-clinical stage. Picking up where our Probe Development Group work leaves off, TRND will concentrate its efforts on the pre-clinical stage of drug development, where researchers develop clinical candidate in preparation for human testing. In doing so, TRND will help bridge the wide gaps in time and resources that often exist between basic research and clinical testing of new drugs. It is expected that in most cases, TRND's clinical candidates will be licensed to biopharmaceutical companies for further development, thus allowing TRND to focus on the scientifically challenging pre-clinical stages of the drug development, and "de-risking" the projects sufficiently to make them adoptable by private sector companies. The NCATS Office of Rare Diseases Research (ORDR) will handle oversight and governance of TRND. Researchers are now performing TRND's laboratory work in our newly renovated facility within our 9800 facility. The Thermo Q Exactive instrument is used in TRND and DPI drug metabolism and Pharmacokinetics programs. This instrument is used for research on: Quantitating drug candidates from in vitro and in vivo drug metabolism, pharmacokinetics and biology experiments, developing methods to measure biomarkers from living systems dosed with candidate drugs, quantitation and structure elucidation of metabolitsees of candidate drugs.This instrument must remain in nearly constant operation to support ongoing assays within NCATS and with collaborators throughout the industry. This instrument must be properly maintained for the generation of reliable data. In addition to proper maintenance, quick service response times are important to prevent instrument down time and the potential loss of expensive, ongoing assays. Purpose and Objectives: The purpose of this requisition is to renew the Thermo Electron North America service agreement contract for ADME's Q Exactive Mass Spectrometer (s/n SN01773L), UltiMate 3000 HPG-3400RS High Pressure M ( s/n 8101608), UltiMate 3000 WPS-3000TRS Thermostatted (s/n 8101224),UltiMate 3000 TCC-3000SD Thermostatted C (s/n 6005018) and the UltiMate 3000 DAD-3000RS Rapid Separatio (s/n 8121692). This contract will provide coverage for the system through 4/22/18. Anticipated Period of Performance/Delivery Date: April 23, 2017 - April 22, 2018 Capability statement /information sought. Contractors that believe they possess the ability to provide the requirement should submit documentation of their ability to meet each of the project requirements to the Contract Specialist. The response should directly and specifically state in the, capabilities statement, which project requirements you can supply. Contractors must also provide their Company Name, DUNS Number, Physical Address, Point of Contact, and Size and Type of Business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses (capability statements) sent in response to this Sources Sought Notice must be submitted electronically (via e-mail) to the Contract Specialist. Facsimile responses are NOT accepted. The response must be submitted to Stacey Polk, Contract Specialist at spolk@nida.nih.gov. The response must be received no later than the close date of this notice.
