Description: Military Sealift Command (MSC) requests a U.S. flagged vessel which will function as a Maritime Support Vessel (MSV) supporting various size craft both organic and non-organic. Operating Scenario: The vessel will provide hotel services for 29 sponsor personnel with the ability to surge to 44 sponsor personnel and shall support sponsor operations on a continuous 24-hour basis as needed. The vessel will also serve as a small boat platform and be capable of performing launch and recovery operations, refueling, re-provisioning and assisting with routine small boat maintenance. In addition, the vessel will provide space for equipment stowage, messing, berthing, administrative / operational planning, and equipment maintenance. Contractor must be able to conduct emergency towing of Sponsor boats and provide logistics services in support operations. The Contractor shall operate all deck equipment to include the elevator, cranes, and davits. a. Unit of issue: n/a b. Destination information: The place of performance shall be in the geographical region(s) of Augusta Bay, Italy c. Delivery schedule: 29 June 2017 – 28 December 2018 d. Procedures: n/a e. Anticipated Award Date: 16 May 2017 f. The solicitation will be made available on www.fbo.gov on or about 06 April 2017 g. Set-aside Status: No Set Aside 17. The decision for this requirement to be full and open was determined from Market Research. Previous procurements for this supply have shown that there is no expectation to receive quotes from two or more small businesses. MSC’s Small Business office agreed to this decision on 31 March 2017.
