Description
SOLE SOURCE JUSTIFICATION AND APPROVAL F5F3CV7031AW01 STORM WATER MONITORING AND COMPLIANCE SUPPORT SERVICES 1. Contracting Activity. Department of the Air Force, 452 Operational Contracting Office, 1940 Graeber Street, Building 449, March Air Reserve Base, CA 92518-1650. 2. Nature and/or description of action being processed. Justification and approval for a simplified acquisition that exceeds the micro purchase threshold to purchase Storm Water Monitoring and Compliance Support Services from Babcock Laboratories, Inc. 3. Description of the supplies/services required to meet the agency's need. The vendor shall provide storm water monitoring and compliance support services at March Air Reserve Base, California in accordance with the Statement of Work (SOW). The estimated amount of the acquisition is not to exceed $28,595.00. 4. Statutory authority permitting action restricting consideration. FAR 13.106-1(b) Soliciting from a single source. 5. Demonstration that the nature of the acquisition requires the use of the authority cited. The requirement is for a purchase of storm water monitoring and compliance support services. It is of the utmost importance that the service produces data of the highest quality to determine compliance with environmental regulations. Market research indicates that going from one vendor to another to provide the service puts the program in a high risk of an increase in sampling variability that can lead to gross uncertainty in results. This uncertainty of results can lead to failure in making competent evaluations regarding regulatory compliance. The high quality of storm water monitoring and compliance support services is essential to the Government's needs. Babcock Laboratories, Inc. has been providing this service to March ARB in the past. Further market research indicates that no other vendor can provide this service without jeopardizing the highest quality of produced sampling data to determine compliance which is essential to the Government's needs. Due to the nature of this requirement, it is therefore deemed that Babcock Laboratories, Inc. is the only reasonably available source that can satisfy the agency needs. 6.
