Description
Issuing sources sought for veteran businesses (SDVOSB/VOSB). The veteran business must be registered in SAM and certified in VETBIZ (VIP). The requirement is for a filtration unit for the Wilkes barre VAMC. The statement of need is cited below. All veteran businesses replying to this sources sought are to be capable of providing the filtration devices as stated in the statement of need (SON), you must adhere to the specifications cited on the SON. Vendors must supply Name of company, address, P.O.C. telephone number and email. Also, Duns and Tax ID numbers. Replies to this sources sought are due Wed. 4/5/2017 at 10:00 am. Email information to donna.toliver3@va.gov STATEMENT OF NEED Introduction: The Wilkes Barre VAMC located at 1111 East End Boulevard Wilkes Barre, PA 18711 has an urgent and compelling need to purchase a High Efficiency Particulate Arrestance (HEPA) filter housing unit and required accessories. Justification: The WB VAMC must add an isolation room to its Emergency Department to meet current patient loads and JACHO requirements. The room requires a special exhaust system to isolate airborne infectious disease from spreading. The WBVAMC needs to install a safe and reliable air filtration system in the exhaust to meet these requirements. The vendor shall supply the following that meet or exceed the requirements for each item. Quantity Description 1 Filtration unit with a pre filter and HEPA filter sections 2 Duct Transitions 2 Manually operated duct valve HEPA Filtration Unit Requirements Unit must be designed with separate filter access sections a pre filter and HEPA filter sections to allow for changing filters separately. Pre filter section must be able to accept a 24 x 12 x 2 filter HEPA filter section must be able to accept a 12 x24 x 11.5 HEPA filter The unit shall be for horizontal air floor with left hand access doors. The filter housing unit shall be constructed using type 304 stainless steel. All pressure boundaries are to 100% seal welded. Unit shall meet the test requirements of ANSI/ASME N510, 1989, 1995 reaffirmed to +/- 10 water gauge. All welding be in accordance with ASME 509, paragraph 7.3 and welders and procedures in accordance with ASME Boiler and Pressure Vessel Code Section. A gauge capable of reading inches of water shall be installed that will read the pressure drops across the pre-filter. The unit shall be supplied with the required size Pre filter with a MERV rating of 8 The unit shall be supplied with a HEPA filter Change out Bags with cinching and safety straps as required for both the pre filter and HEPA filter. Duct Transition Requirements The transition fitting shall be made to allow for a tight seal to the HEPA filtration unit. The transition shall be designed to transition from both the unit intake and outlet dimension to an 8 diameter duct. Air Duct Valve Requirements Manually actuated The valve is to produce a positive Bubble-Tight seal. Scope: The vendor shall supply the following parts and deliver them to the Wilkes Barre VAMC within 4 weeks upon award. Deliverables: The vendor must supply and deliver the required quantity of units within one month upon award of this contract. The contractor shall contact the shipping and receiving department to schedule delivery to the Wilkes Barre VAMC. Deliveries shall be made during normal business hours and shall not be made during government observed holidays, weekends.
