Description
Notice of Intent to Award a Sole Source Contract DHA intends to solicit and award a sole source contract to NCC Group Security Services Limited, Manchester Technology Centre, Oxford Road, Manchester, M1 7EF, United Kingdom. The procurement is for a software maintenance requirement for annual renewal of subscription with upgrades and technical assistance for NCC Auditor Suite for Enterprise Intelligence & Data Solutions (EIDS). NCC Auditor is one of only two known offerings to provide all of the following: Database Security and Compliance, Database Discovery, Vulnerability Assessment, Pen Test, Security Audit, Vulnerability Knowledgebase, Up-to-Date Support, User Rights Review, Database Access Control Review, Work Plans and Policies, AppDetectivePro Reporting, Deep analysis of user and role permissions, and customizable reporting. NCC Auditor is able to scan/audit MS SQL Server, Oracle, Sybase, MySQL, and Postgres databases. The software can also map product checks to the DISA STIGs/RMF controls. There are only two viable options when it comes to database security, NCC Auditor and AppDetective in which both are being used. The preferred product is NCC Auditor because the competing product AppDetective is more than 4x more expensive than NCC Auditor and is found to have an integrated platform from which we can monitor and maintain database security for all types of products live and from a single interface and is greatly lacking in the DoD mapping within its product. This sole source requirement meets the conditions of FAR 6.302-1, Only one responsible source has been identified as the only company that can fully perform all the levels of technology. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a request for bids, quotes or proposals. The North American Industry Classification System (NAICS) Code is 541519. A Firm Fixed Price contract is contemplated for this award. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however, all responsible sources that believe they can meet all of the requirements may contact the POC (via email) listed in this announcement. If no responses are received by 14:00 Eastern Time on April 13, 2017 a sole source contract will be pursued with NCC Group Security Services Limited.
