Description
Limited Source Justification (LSJ) The Social Security Administration (SSA) intends to negotiate solely with NCS Technologies, Inc. located at 7669 Limestone Drive Gainesville, VA, for a firm fixed-priced order for the purchase of laptops and peripherals, warranty, as well as vendor services for installation. This action is in accordance with 41 U.S.C. § 251, et seq., and 40 U.S.C. § 50 as implemented by the Multiple Award Schedule Program, and under the procedures of the Federal Acquisition Regulation (FAR) Subsection 8.405-6 "Federal Supply Schedules-- Limiting Sources." Specifically, FAR 8.405-6 provides that orders placed under Federal Supply Schedules (FSS) are exempt from the competition requirements in Part 6 of the FAR. However, we are further restricting consideration pursuant to the following authority: FAR 8.405-6(a)(1)(i)(C), In the interest of economy and efficiency, the new work is a logical follow-on to an original FSS order provided that the original order was placed in accordance with the applicable FSS ordering procedures. The original award must not have been previously issued under sole-source or limited sources procedures. The expiration of NCS Technologies GSA schedule was unexpected and limits our options. A competitive recompete is actively being pursued but will not be awarded by May 14, 2017, the expiration date of NCS GSA contract. A six-month bridge sole-source laptop BPA with two, six-month option periods will allow for a seamless transition and avoid any disruptions to procuring laptops, associated equipment, and installation services. The SSA has determined not to compete this proposed order based upon this information. This is not a request for quotation. A determination by the SSA not to compete this proposed order is solely within the discretion of the SSA.
