- NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia intends to exercise an option period with Woodward Inc. (66503) for the repair/overhaul of the T700 401C Hydro Mechanical Unit (HMU). The basic contract (N00383-16-D-050M) was awarded as a requirements contract on 04 May 2016. The contract was awarded for One Base Year and Two-Option Years. All three years were priced at the time of award. The period of performance for Year Two-Option One begins May 2017, ending May 2018. In accordance with the terms of the contract, the modification to exercise Year Two-Option One is a unilateral determination made by the government. The government intends to contract on a sole source basis with Woodward Inc. The government physical does not have in its possession sufficient, accurate, or legible data to contract repair with other than the current source. One or more of the items under this acquisition is subject to Free Trade Agreements (FAR 52.225-3) One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements (FAR 52.225-5) The contractor is responsible for supplying all parts and material necessary to perform required repairs under the contract unless parts and material are specifically identified as Government Furnished Material (GFM). All parts and material used in performance of this contract shall be in accordance with the latest approved revision of applicable drawings and specifications and shall be new in accordance with FAR 52.211-5, Materials Requirements, which is incorporated by reference herein. Authorization to use other than new material as defined by FAR 52.211-5 requires written approval from the PCO. In addition, cannibalization must be approved by the PCO. Cannibalization of units that have not been inducted is not typically authorized and requires specific approval by the PCO. These items require Government Source Approval prior to award. Offers received which fail to provide all data required by the source approval brochure will not be considered for award under this solicitation.
