- N00164-17-R-JM11 - SOLE SOURCE - SUBMARINE VALVE REGULATED LEAD ACID (SVRLA) BATTERIES - FSC 6140 - NAICS 335911 - SYNOPSIS CLOSE DATE 18 APR 2017 Solicitation Issue Date: 25 APR 2017 - Solicitation Closing Date: 16 MAY 2017 - 2:00 PM Eastern SOLE SOURCE PROCUREMENT - Naval Surface Warfare Center (NSWC) Crane has a requirement to award a Firm-Fixed Price (FFP) contract for an estimated quantity of eight (8) Submarine Valve Regulated Lead Acid (SVRLA) batteries and nine (9) months of associated storage, all options exercised, from EnerSys Energy Products, Inc. The batteries under this procurement will be for Los Angeles (LA), Ohio (OH), and Virginia (VA) class submarines. The Government intends to enter into a Firm-Fixed Price contract with EnerSys Energy Products, Inc., 617 N Ridgeway Drive, Warrensburg, MO 64093-9338, under the statutory authority 10 U.S.C. 3304 (c)(1) as implemented by FAR 6.302-1, one responsible source and no other supplies of services will satisfy agency requirements. The basis for restricted competition is due to unacceptable delays in fulfilling the agency requirement through any other source. The proposed non-competitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. This effort is to be completed by end of calendar year 2018 with an estimated ceiling of $5,000,000. The anticipated award date is 16 June 2017. Delivery terms are 180 days after contract award date. Delivery will be FOB Origin with inspection and acceptance at origin. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to EnerSys Energy Products through electronic mail. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
