- The General Services Administration (GSA) Great Lakes Region 5, announces an opportunity for the "Repair and Restoration of the Middle and Upper Roof Parapets" of the Charles A. Halleck Federal Building, 230 North 4th Street, Lafayette, Indiana. The scope of work for this includes; restoring and repairing the middle amd upper roof parapets of the aforementioned limestone historic building which is on National Register of Historic Places. The work on this project shall include historic building techniques for tuckpointing and other repairs and restorative work, such as removing and replacing a portion of the middle and upper parapets to eliminate water infiltration in the exterior wall and middle roof. This procurement is a total small business set aside. Funds are presently available for this project. The North American Industrial Classification Code (NAICS) is 236220 with a size standard of $36.5 million. The total estimated construction cost for this project is between $250,000 and $500,000. This is a negotiated procurement, there will NOT be a public bid opening. The awardee will be competitively chosen using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The technical factors will be significantly more important than price. As the technical factors become more equal, price becomes more important. The following technical factors will be considered when selecting a contractor: qualifications of key personnel, experience providing similar work, and past performance. Non-price factors will be considered more important than price. As non-price factors become more equal than price becomes the determining factor. The Government reserves the right to make award on initial offers. The soliciation cited above can only be obtained by accessing the secure website, FedBizOpps (FBO). FBO is designed to safeguard sensitive but unclassifed (SBU) acquisition information and is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) ( www.sam.gov ). registration in both SAM and FBO is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registered in these systems will be ineligible for award. Potential offerors will be respondible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitaiton. Offers will be due on May 8, 2017 at 3:30PM CST. An award is anticipated before May 31, 2017.
