Description

CMS has postponed the re-competition of Multidimensional Information Data Analytics System (MIDAS) procurement. CMS anticipates releasing a Request for Proposal (RFP) in October 2017, with tentative contract award date in March 2018. Transitioning MIDAS operations and maintenance from the current contractor to a new contractor during Open Enrollment 5 (OE5) introduces too much risk to the program. Moreover, CMS believes that there would be a steep learning curve for the new contractor with respect to Federally-Facilitated Marketplace (FFM) and State-Based Marketplace (SBM) data processing and integration. Thus, a contract transition would less risky outside the OE5 window. As a result, CMS will execute a logical follow-on task order effective September 2017 with the incumbent contractor. The logical follow-on order will provide the required services while CMS awards the competitive order by March 2018.
