- Description
- Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award to Northrop Grumman Systems Corporation, San Diego, CA. a contract to provide GXP (407 Digital Cockpit) Integrated Logistics Support (ILS) for the cut in of the Logistics Product Data (LPD) updates that will capture configuration changes brought forth from the MQ-8C GXP Engineering Change Proposals (ECP) FS15-548. This action is being awarded on a sole source basis to Northrop Grumman Systems Corporation in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Northrop Grumman Systems Corporation is presently the only qualified source with the unique knowledge of the ECP FS15-548 and the resulting design changes necessary to produce the MQ-8C Fire Scout UAS aircraft using the Government Furnished Equipment (GFE) Bell 407 GXP aircraft. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
