This is a Sources Sought Notice (market survey). No formal solicitation exists at this time. This notice is for information and acquisition planning purposes ONLY and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. All qualified vendors may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. We encourage all firms to respond, including but not limited to, HubZone, 8(a), Small Business, and Large Business. Project Description: The Bureau of Reclamation (Reclamation), Lower Colorado Region, Phoenix Area Office is seeking vendors experienced with surveying warmwater native fishes in the Southwest Region to conduct annual fish monitoring of selected streams in the Gila River basin of Arizona and New Mexico. The vendor will be required to provide all personnel, equipment, tools, materials, supervision and other items as may be necessary to perform the fish monitoring. Vendors must be able to perform the following: 1) monitor selected streams within the Gila River basin on a rotating basis to assess the conservation status of federally-listed and non-listed native fish assemblage, and to detect the presence and relative abundance of nonnative fishes; 2) enter acquired data into an electronic database; 3) present results to Gila River Basin Native Fish Program Technical Committee during their fall/winter meeting, and 4) provide an Annual Fish Monitoring Report to Reclamation the results of said monitoring by February 1st of each year. Attached to this sources sought notice is the list of streams in the Gila River basin and the primary species of interest at each stream (Table 1). Submission Requirements for Responses to this Source Sought Notice: Each firm ¿s capability statement in response to this Sources Sought Notice must demonstrate the capability of performing the specified tasks identified in this notice. Each firm shall demonstrate in its capability statement (5 double-sided page maximum) that it can meet the following items listed below: 1. Statement of capability demonstrating the skills, equipment, and personnel required to perform fish monitoring services in the Southwest Region. Also, identify if the proposed sampling crew has the valid State and Federal scientific collecting permits to perform the monitoring services, or the ability to obtain them by the estimated period of performance start date of September 1, 2017. 2. Provide recent and relevant experience doing this type of work or work similar in scope and complexity (company name, brief description of project, timeliness of performance, and dollar value of the project). 3. Provide your business name, Data Universal Numbering System (DUNS) (if applicable), address, point of contact, phone number and email address. 4. Provide your business size & type: 8(a), HubZone, Service Disabled Veteran, Women-Owned, Small Business or Large Business. All firms should identify whether or not they are a small business or other than small business in accordance with the size standard for The North American Industry Classification System (NAICS) 541620 ¿ Environmental Consulting Services. The Small Business Size Standard is $15.0 Million for this NAICS. The Government anticipates award of a single five-year service contract with a base period and four option periods. Responsible firms are highly encouraged to submit a capability statement on or before April 17, 2017 by 4:00 PM PST via email to Leslie Dieguez, Contract Specialist, at ldieguez@usbr.gov. The capabilities statement for this sources sought notice is not expected to be a response to a Request for Quotation, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements are requested regarding the company ¿s ability to demonstrate existing or developed expertise and experience in relation to the areas specified herein. Submission of capability statements is not a prerequisite to any potential future offerings, but participation will assist the Bureau of Reclamation in tailoring requirements to be consistent with industry capabilities. Respondents will not be notified of the results of the evaluation. Anticipation solicitation issuance date is on or around end of April 2017. At this time, a solicitation does not exist; therefore, offers/quotes shall not be accepted. An official synopsis citing the request for quotation number will be announced and posted on Federal Business Opportunities (FedBizOpps) web site at http://www.fedbizopps.
