Description
Note: The following sources sought is a repost of the original sources sought posted on FBO on February 23, 2007 under RFI number VA244-17-N-0456 Community Employment Coordinator. After conferring with the Small Business Administration(SBA), it is determined that NAICS code 624310(Vocational Rehabilitation Services, Size Standard $11.0 million) is the appropriate NAICS code for this requirement and thus replaces prior NAICS code 561311, Employment Placement Agances. SAM.GOV REGISTRATION: All interested vendors shall be required to be registered in SAM(System for Award Management) in order to do business with the Government as all invoicing takes place via EFT. Please refer to SAM.gov. on how to register. VET.BIZ VERIFICATION UNDER NAICS CODE: In accordance with the U.S. Supreme Court decision regarding Kingdomware, service disabled veteran owned businesses (SDVOSB) and veteran owned businesses (VOSB), who are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services shall be verified in VetBiz Registry as follows to be considered: http://www.vip.vetbiz.gov. Process in 38 U.S.C. 8127(d) whereby a contracting officer of the Department shall award contracts on the basis of competition restricted to small business concerns owned and controlled by veterans, if the contracting officer has a reasonable expectation that two or more small business concerns owned and controlled by veterans will submit offers, and that the award can be made at a fair and reasonable price that offers the best value to the United States. For purposes of this VA specific rule, a service-disabled veteran-owned small business (SDVOSB) or a veteran-owned small business (VOSB), must meet the eligibility requirements in 38 U.S.C. 8127(e), (f) and VAAR subpart 819.7003 and be listed as verified in the Vendor Information Pages (VIP) database. Last, as per VAAR 810.001-70 Market Research Policy, all SDVOSBs and VOSB shall be verified under the NAICS code noted in the requirement in order to be considered. Any SDVOSB or VOSB not verified in Vet.biz under the NAICS code utilized by the Contracting Officer will not be considered for the requirement.(see below VAAR reference). When performing market research, contracting officers shall review the Vendor Information Pages (VIP) database at https://www.vip.vetbiz.gov as required by subpart 819.70. The contracting officer will search the VIP database by applicable North American Industry Classification System (NAICS) codes to determine if two or more verified service-disabled veteran-owned small businesses (SDVOSBs) and veteran-owned small businesses (VOSBs), in the appropriate NAICS code, are listed as verified in the VIP database. The contracting officer will determine if identified SDVOSBs or VOSBs are capable of performing the work and likely to submit an offer/quote at a fair and reasonable price that offers best value to the Government. If so, the contracting officer shall set-aside the requirement in the contracting order of priority (see 819.7005 and 819.7006). The following is a Sources Sought/Request for Information notice. This posted notice is not a Pre-Solicitation or Solicitation document. The government is not currently soliciting bids, quotes or proposals at this time; however, reserves the right to do so at a later date. The James E. Van Zandt VA Medical Center located at 2907 Pleasant Valley Blvd., Altoona, PA 16602 has a future requirement for a temporary Community Employment Coordinator (CEC). The CEC works with VA and non-VA partners to identify local gaps in current competitive employment services targeting homeless Veterans and coordinates the planning and delivery of employment services at the medical center and in the community that best meet the needs of Veterans who are unemployed, underemployed, or at risk of unemployment. The CEC leads efforts to develop strategies to augment existing services as needed. The CEC's work requires the ability to coordinate and directly provide specialized vocational rehabilitation services to individual Veterans who may be disadvantaged by a lack of education, job skills, or other background factors including but not limited to criminal records, financial problems, poor work histories and psychiatric and substance use disorders, using an array of VA and non-VA community resources. These duties require a high level of independent functioning and good judgment.
