- National Aeronautics and Space Administration (NASA)/George C. Marshall Space Flight Center (MSFC) proposed to enter into a sole-source contract with Aerospace Corporation (Aerospace) for the Scintillation Prediction Observations Reserach Task (SPORT) project, a CubeSat mission, in response to Research Opportunitites in Space and Earth Sciences (ROSES) announcement number NNH16ZDA001N-HTIDS for Heliophysics Technology and instrument Development for Science program. This decision is made pursuant to FAR Part 6.302-1, only one responsible source and no other supplies or services eill satisfy agency requirements, which implements the authority for 10 U.S.C. 2304 (C)(1). Under this contract, Aerospace will support the SPORT mission by utilizing the Compact Total Electron Content Sensor (CTECS) to obtain electron density profiles at low latitudes and to detect the presence of scintillation. Science data will be distributed from and archived at the INPE/EMBRACE regional space-weather forecasting center in Brazil, and mirrored at the NASA GSFC Space Physics Data Facility (SPDF). The CTECS will be delivered to MSFC for integration into the Brazilian CubeSat bus. Aerospace has unique heritage knowledge, expertise, and experience with GPS occultation receiver and patch antenna systems that mist be leveraged to accomplished project. This unique knowledge of the heritage equipment will be invaluable in order to stay within budget and meet the launch schedule. Aerospace also brings unique and highly specialized knowledge and significant responsibility to the developement and execution of SPORT procedures/tests and to the documentation, interpretation, and ultimately, application of the results through long term collaboration with MSFC and the larger science community. SPORT is an international partnership between NASA, the Brazilian National institue for Space Research (INPE), and the Technical Aeronautics Institute under the Brazilian Air Force Command Department (DCTA/ITA). The Government will not pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) http://www.sam.gov. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than the identified response date. Such capabilities/qualifications will be evaluated solely for the purposes of determining whether or not to conduct this procurement on a competitive bases. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in reponse to this notice.
