FY 2017 DRAFT-Statement of Work Equipment Operator Training Program June 20-22, 2017 Equipment Operator Training Program: The following are the required basic elements for the program: Operator Training. Safe Operation. Training Program Content. Training Evaluation. Training Certification. Equipment included in the Training. Operator Training: The program will be under the direct supervision of person(s) who have the knowledge, training, and experience to train operators. Training shall consist of a combination of formal instruction, written exam, and practical training (demonstrations performed by the trainer and practical exercise performed by the trainee). Safe Operation: The program will provide the knowledge of Safe Operation requirements and Pre-Operational Safety and Maintenance Inspections (safety checks) for each piece of equipment. The program will discuss in length the critical Safe Operation of the mechanical and hydraulic operations of each piece of equipment (such as: When equipment is left unattended implements shall be fully lowered, controls shall be neutralized, power shall be shut off, brakes set and wheels shall be blocked). The program will provide the knowledge of the Personal Protective Equipment required to be worn during operation. Training Program Content: The program content will include the equipment manufacturer s operation and maintenance manuals as a minimum and detailed training of the following topics for each piece of equipment: Operating instructions, warnings, precautions and safety checks. Equipment controls and instrumentation, where they are located, what they do and how they work. Engine operation including start-up and shut-down procedures. Proper operation of steering system to include maneuvering, forward/reverse operation and stopping. Visibility (restrictions due to loads, equipment components or work site surroundings). Basic implement operation, attachment adaptations and use limitations. Equipment capacity, stability and operating limitations. Equipment inspection and maintenance required to be performed prior to operation and upon completion of operation. Movement of equipment from one location to another. Training Evaluation: The program will include an operator s written exam, a copy of each exam and findings provided to the NCA Equipment Operator Training Coordinator. Training Competency: The training program coordinator will provide written verification (certificate of completion) that operators have been trained on and successfully operated each piece of equipment. The certificate shall include the full name of the equipment operator, the description/type of each piece of equipment, the date of training, and the identity of the person(s) performing the training. Training Course and Equipment: Course material will be provided for each attendee (equipment operator handbook with special emphasis on safety and operation). The training duration will be three (3) days held on Tuesday through Thursday with a minimum of thirty-three (36) attendees (30 NCA, 3 Arlington and 3 State Cemetery). Monday and Friday of the week of training will be travel days for the attendees. The training course will have at least six (6) training stations and attendees will rotate through each station. Training course will include operator training for the following equipment as a minimum. Station No. 1: Classroom Training Module: Equipment Introduction and Familiarization: An area set aside with TV Monitors and CD/DVD Players where operators can learn about each piece of equipment (such as: safety devices, features, controls, attachments, functions, etc.) prior to operation. Equipment Simulation: Virtual Training Systems Simulators utilizes real-time 3D applications to train and orient an entry-level operator on basic equipment operation, skills and application knowledge. Equipment operators receive feedback (such as: amount of time to perform task, accuracy of task, undesired actions during task, proficiency in the task, etc.) to indicate where improvement is needed. The Simulators are also utilized to allow existing/experienced equipment operators to learn new control designs, functions and improve equipment operator proficiency. There will be at least five (5) simulator stations available at Station No. 1 for equipment operator use. The following Simulator Software will be provided as a minimum: Hydraulic Excavators, Motor Graders, Wheel Loaders, Track-Type Tractors and Wheel-Tractor Scrapers. Station No. 2: First Interment Training Module: wheeled backhoe loader 68hp, 1.25 yd3 front bucket, 14.3ft dig depth wheeled backhoe loader 93hp, 1.25 yd3 front bucket, 14.4ft dig depth Two (2) Loaders, Backhoe, Wheel, Diesel Engine, 1.25 yd3 Front Bucket and 14 Foot Depth or approved equal with concrete vault (243.84 cm X 91.44 cm X 76.2 cm) installation/removal within a defined area. Station No. 3: Pre-Placed Crypt and Re-Opener Training Module: hydraulic excavator 40.2hp, 10.25ft dig depth hydraulic excavator 65hp, 13.62ft dig depth Two (2) Excavators, Hydraulic, Mini, Rubber Track, Turf-Type, 40 - 65 H.P. Engine and 10 15 Foot Depth or approved equal. There will be concrete vault/crypt lids concealed below grade with simulated headstones placed within a defined area for digging operation. Station No. 4: Material Handling and Ground Maintenance Training Module: multi terrain loader 73.2hp compact track loader 73.2hp compact track loader 95hp skid steer loader 106hp Note: At least one (1) each work tool/attachment will be installed/available for use on Multi-Terrain and Skid Steer Loaders listed at Station No. 4: Auger, Broom (Street Cleaning), Blades, Bucket (Dirt), Landscape Rake, Pallet Forks, Power Box Rake (Soil Conditioner), Tiller, Trencher and Vibratory Compactors (Tampers). Station 5: Material Loading, Handling and Dump Truck Safety: front end loader 73hp, 1 yd3 bucket One (1) Loader, Front End, Wheel, 50 75 H.P. Engine and.75 1.15 yd3 Bucket or approved equal. One (1) Truck, Dump, Hydraulic, Gas/Diesel Engine, Light Medium Duty, 1 3 Ton and 3 - 5 Yard Dump, Chevrolet/Dodge/Ford/GMC or approved equal. Note: Dump Truck will be utilized at Stations 5 and 6. Dump Truck will be loaded at Station 5, Dump Truck driver will transport load to Station 6 and unload. Wheel Loader operators will gain experience loading a Dump Truck and Dump Truck drivers will gain experience transporting material and dumping loads at different locations. Station 6: Material Loading, Handling and Dump Truck Safety: wheeled excavator 141hp, 1 yd3 bucket, 20ft dig depth track excavator 117hp, 1 yd3 bucket, 19.33 ft dig depth track excavator 161hp, 1.5 yd3 bucket, 21.5 ft dig depth One (1) Excavator, Hydraulic, Wheel, 140 165 H.P. Engine, 1.45 1.80 yd3 Bucket and 19 - 21 Foot Depth or approved equal. Two (2) Excavators, Hydraulic, Track-Type, 85 145 H.P. Engine, 1.80 2.6 yd3 and 19 - 25 Foot Depth or approved equal. Note: Dump Truck will be utilized at Stations 5 and 6. Dump Truck will be loaded at Station 6, Dump Truck driver will transport load to Station 5 and unload. Hydraulic Excavator operators will gain experience loading a Dump Truck and Dump Truck drivers will gain experience transporting material and dumping loads at different locations. Lodging: Will be provided for attendees for four (4) nights (Monday through Thursday) at the FY 2017 Government Rate). Note: Government Rate is based on exact location of hotel. Meals: Breakfast will be provided by the Hotel, Lunch and Evening Meals will be provided by the Training Facility and will be provided for attendees during the three (3) training days including breakfast for the fourth day (Friday - travel day) at the FY 2017 Government Rate or less. Note: Government Rate is based on exact location of the dining facility. Transportation: Hotel shuttles will be provided to attendees for transportation to the airport, hotel, training site, local restaurants, evening activities, etc. (schedule with Hotel Representative in advance) at no additional cost to the attendees. No motor vehicles (attendee personal owned or Government owned) will be allowed on the training center grounds, all attendees must ride the bus provided by the training center. Cost Proposals: Provide separate line item cost proposal for the following: Total Tuition Cost (tax exempt) per attendee, Lodging Cost per night per attendee (hotel tax not included) and Meal Cost per day per attendee (tax exempt) based on a minimum of thirty-three (30 NCA, 3 Arlington and 3 State Cemetery) attendees. Training scheduling subject to availability of funds. Total Tuition Cost per Attendee (includes all Training, Lodging & Meal Costs) Lodging Cost per Attendee Meal Cost per Attendee Meal Cost Includes: Four (4) breakfast meals, three (3) morning break snacks/refreshments, three (3) lunches, three (3) afternoon break snacks/refreshments, three (3) evening meals and one (1) Welcome Reception snacks/refreshments (held on Monday at 5:00 PM in Hotel). Attendees will receive course handbook, agenda, transportation schedules and other instructions during the Welcome Reception. Note: It is the option of the National Cemetery Administration to permit enrollment of State Cemetery and Arlington National Cemetery attendees on a year to year basis, if openings are available. Each State Cemetery and Arlington National Cemetery represented will be required to pay for their attendees tuition directly to the training facility). Each State Cemetery and Arlington National Cemetery represented will be required to schedule and pay for their attendees travel expenses.
