Description
Walter Reed National Military Medical Center has a requirement to procure a tissue tracking center. The Government intends to procure this item on a sole source basis from Omnicell Inc. because preliminary market research indicates that only Omnicell Inc., as the manufacturer of the item, can meet the Government's requirements because only it's product offers an automated electronic system that includes secure closed cabinets and software to track all tissue and bone specimens in the hospital. Also, the system is unique in that it sits behind a firewall, thereby minimizing security concerns. Further, the system is able to track the entire chain of custody of bone and tissue specimens through all steps by using an integrated closed cabinets approach. Additionally, Omincell's system meets all AORN, FDA, and Joint Commission requirements for a tissue tracking system. Further, it is able to provide barcodes for any tissue and/or specimen. Omnicell's solution can also be integrated with an Omnicell-provided CDC compliant refrigerator lock that provides 24/7 continuous temperature monitoring and which also alerts designated individuals if temperatures fall outside of an acceptable range. Lastly, this system can track items that are used on a specific piece of tissue during reconstitution. This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued. Prospective offerors are advised that, because there are no other known sources, the agency has authorized the procurement of this item under than full and open competition under FAR 6.3. However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted in the future for this item. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
