- This amendment is issued to post questions and answers regarding this requirement. Question: Can this requirement be subcontracted? Answer: Regardless if the requirement is subcontracted or not, the source of the bottled water needs to be Veterinary Command (VETCOM) certified from the list of vendors located at the VETCOM website. If a subcontractor exists, both the prime contractor and the subcontractor need to be Veterinary Command (VETCOM) certified. Question: If the subcontractor is VETCOM certified however, the prime is not VETCOM certified will this disqualify the quote? Answer: As indicated in the Combined Synopsis Solicitation vendors have to be VETCOM certified from the list of vendors located at the VETCOM website in order to sell bottled water to the Department of Defense.
