- Statement of Work: Facepiece for Closed-Circuit Mine Escape Respirator (CCMER). The Centers for Disease Control and Protection (CDCP ) / National Institute Occupational Safety and Health (NIOSH) / National Personal Protective Technology Laboratory (NPPTL) / Respirators Branch (RB), intends to award a sole source firm fixed price purchase order to High Valley Design, Inc., 15328 Eastvale Rd., Poway, CA 92064-2336, for the design and development of a mask and head harness system, and to provide a functional prototype to work in conjunction with NIOSH's Closed-Circuit Mine Escape Respirator (CCMER), as per the attached Statement of Work, "Facepiece for Closed-Circuit Mine Escape Respirator". This project will be divided into two tasks: 1) Research of performance needs and development of conceptual drawings. • A design review meeting to discuss, review and obtain project officer approval of the proposed design • Task One Report of the Facepiece concept. 2) Develop concept into final design with the following deliverables: • Detailed Drawings of all components • Exploded Views / Assembly Views • Materials Specifications • Costs for production of prototypes • Operating manual and parts list • Final Report after approval This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) SAP and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to: James Ambrozic, Contract Specialist at email eud7@cdc.gov by 2:00 PM eastern time, 03 May, 2017. Funds are not presently available for this requirement and the government expects to have funds available prior to making award. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer and until the Contractor receives written notice of funds availability.
