- Sources Sought. THIS IS NOT A REQUEST FOR OFFERS. Large businesses please do not respond. The General Services Administration (GSA), PBS, Fort Worth, TX in support of the Special Programs Division (SPD) is attempting to determine if there are any Small Business, 8(a) Small Business, HUB-Zone Small Business or Service Disabled Veteran firms qualified to perform Construction Services for the SPD and GSA while supporting GSA and GSA Customer Projects including requirements for facilities for the U.S. Department of Homeland Security (DHS), Customs and Border Protection, and other customers projects of the General Services Administration. This will be a firm-fixed price Nationwide Indefinite Delivery Indefinite Quantity Contract for one base year with four one-year option periods. The proposed contract(s) will include a maximum amount of up to $125 million over a possible contract period of five (5) years. The anticipated solicitation will be competed under Federal Acquisition Regulation (FAR) Part 15, Source Selection Processes and Techniques. Award(s) will be made to the proposal offering the best value to the Government. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Multiple awards may be made under the anticipated solicitation/RFQ. Firms must have adequate staffing and subcontracting and be able to respond rapidly to national security issues and to perform multiple projects simultaneously within the United States including Puerto Rico to provide construction and design/build for but not limited to Land Ports of Entry (LPOE) on the Northern and Southern borders of the United States: to provide outstanding workmanship, quality, and best value. The services will include any construction services, including new construction, design/build construction and repair and alterations projects. Services to be ordered under the contracts may require selected firms to have the capacity to provide turnkey new construction, paving, electrical, mechanical, asbestos removal/remediation, elevator, escalator, HVAC, flooring, sewage plants, electrical plants, landscaping, installation of DHS specific monitoring equipment, and other specialized disciplines. These projects are to demonstrate the value of true integrated design that balances function, costs, aesthetics, and reliability; create environmentally responsible and superior workplaces for the nation's chief border inspection agencies employees while conveying to visitors the strength and democratic values of the nation. The design and construction must address the complex operational issues of a Land Port of Entry, be efficient to build and maintain, meet Federal Energy Goals, include state-of-the-art data and telecommunications systems, comply with the Americans with Disabilities Act (ADA), and meet Federal Security requirements. Projects will be located in a variety of contexts, from remote rural sites to highly urbanized sites and could range from $100,000 up to $25M in estimated construction costs. If considering a joint venture, evidence of cognizant SBA office approval must be included with the timely response. Request interested firms respond to this notice and provide the following information: (a) Firm's Information [name, address, phone number, DUNS, and CAGE Code]; (b) Status [e.g., 8(a) [including graduation date], HUBZone-certified small business, Service-Disabled Veteran Owned small business, small business, large business, etc.]; (c) Capability Statement [interested contractors must demonstrate a history of relevant construction experience, to include design, with a primary focus on IDIQ type contracts and simultaneous performance of multiple projects at different locations and include a summary of relevant and recent (within the last three fiscal years) performance history (identified by contract/project number, project title, dollar amount, point(s) of contact with telephone/fax numbers, and in what capacity (e.g., prime, subcontractor, etc.) performed)]; (d) Bonding Capability on individual projects and aggregate requirements. Interested contractors must provide the above listed information to the point of contact listed herein. Information submitted shall be in sufficient detail to allow for government review of the firm's interest and capabilities. Responses shall be limited to six pages. Late submittals in response to this Sources Sought Notice may not be considered.
