- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible Small Businesses, HUBZone Small Businesses, Small Disadvantaged Businesses, Veteran-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses capable of performing DE15-1640, Demolition of Abandoned Facilities Melville Tank Farm #1 at Naval Station Newport in Newport, Rhode Island. Demolish the 8 abandoned fuel underground storage tanks (UST) at Tank Farm #1, along with all associated fuel distribution piping and concrete pipe chambers, bottom sediment water piping, ring drain piping, oil-water separators, facilities, as well as the earth berm containments for the Tank Farm. Work also includes the demolition of the concrete utility trenches and the associated fuel distribution piping, bottom sediment water piping, and steam distributing piping in trenches within Tank Farm #1. All demolition of the USTs and piping shall comply with the Rhode Island Department of Environmental Management (RIDEM) Office of Waste Management Rules and Regulations for Underground Storage Facilities Used for Petroleum Products and Hazardous Materials, and the Naval Station Newport Soil Management Plan. Tank Farm #1 contains 8 USTs, two 2.5 million gallon concrete USTs (Tanks #9 and #10) and six 1.176 million gallon steel USTs (Tanks #13 thru #18). The USTs and piping were temporarily closed and documented by a GZA GeoEnvironmental report for Defense Logistics Agency (DLA) in 1996. The tanks were cleaned, and patched to hold ballast water. The fuel and ring drain piping has been cleaned. The tank demolition work includes the removing the ballast water and any remaining tank sludge from inside of the tanks and then removing the tanks and recycling any suitable material. The site shall be backfilled with suitable construction fill to grade and seeded. The ballast water will be discharged through the ring drain system and comply with effluent limits for the Rhode Island Pollutant Discharge Elimination System (RIPDES). Any remaining sludge in the bottom of the tanks shall be removed, characterized and disposed of at a permitted facility in accordance with state and federal regulations. All backfill material must comply with the Naval Station Newport Soil Management Plan. The earth berm containment area around Tanks #9 and #10, and the berm around Tanks #11 and #12, in Tank Farm #1 will be demolished. The material from this containment may be used as backfill of the USTs if meeting the requirements of the Naval Station Newport Soil Management Plan. If soil does not meet the Management Plan, the material will be disposed of offsite per RIDEM state regulations. All direct buried piping shall be removed and suitable backfill material shall be used to return the site to grade. This includes steam lines, berm drain lines, fuel lines, bottom sludge and waste lines, and foam lines. The piping in the utility concrete trenches and concrete pipe chambers has been identified to contain asbestos containing material. The trenches and chambers shall be excavated, exposed and the hazardous material abated. All piping and supports in trenches and chambers shall be removed. The trench shall be completely demolished. The site shall be backfilled with suitable construction fill to grade. Work shall also include the removal of all remaining subsurface separators, tanks, chambers and valve chambers/pits. Work shall also include the demolition of several abandoned facilities that were associated with the fueling operations of the site including Reservoir 30, Pumphouse P30, Ethyl Blending Plant B60, Foam Pumphouse 49, Valvehouse 1158 and Electric Vaults S359 and S360. For all backfilled and disturbed areas, the areas shall be graded and seeded. At the completion of the work, a UST Closure Report will be filed with RIDEM. Soil and groundwater testing will be required as part of the UST Closure Report. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 562910 Remediation Services - Hazardous material storage tank removal and disposal services. In accordance with DFARS 236.204, the magnitude of construction for this project is between $10,000,000 and $25,000,000. The contract(s) will include FAR clause 52.219-14 Limitations on Subcontracting, which states that The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. This office anticipates award of a contract for these services by September 2017. It is requested that interested small businesses submit to the Contracting Officer a capabilities package, to include the Sources Sought Contractor Information Form, Sources Sought Project Information Form and Sources Sought Project Matrix, provided as attachments to this notice. The Sources Sought Project Information Form and Sources Sought Project Matrix shall be used to submit up to a maximum of five (5) relevant demolition projects completed in the past seven (7) years that best demonstrate experience on projects that are similar in size, scope and complexity to the project described herein. A relevant project is further defined as: Size: A final construction cost of $10,000,000 or greater. Scope: Demolition and removal of underground storage tanks (USTs) and associated piping. Complexity: Each project submitted does not require demonstrated experience with all of the following components, but collectively, they must demonstrate experience with all elements: a)Demolition and removal of petroleum USTs; b)Excavation, backfilling excavations, grading, and site restoration; c)Removal and characterization of tank contents (ballast water, tank sludge); d)Asbestos abatement; e)Preparation of UST Closure Assessment Report. Ensure that the project description clearly addresses how the project meets the scope/complexity requirement, and provide the final construction cost. Please note that if you are responding as an 8(a) Mentor-Protégé, you must indicate the percentage of work to be performed by the protégé. A copy of the SBA letter stating that your 8(a) Mentor-Protégé agreement has been approved would be required with your proposal, if requested. This notice is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of a solicitation. Upon review of industry response to this sources sought notice, the Government will determine whether set-aside procurement in lieu of full and open competition is in the Government s best interest. Large business submittals will not be considered. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services, as applicable.
