- DESCRIPTION: The U.S. Army Contracting Command, New Jersey (ACC-NJ) on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is issuing a market survey to identify potential sources that can fulfill one or more of the required technology focus areas for the 40mm High Velocity (HV) Improved High Explosive Dual Purpose (I-HEDP) Cartridge requirements. I-HEDP is a 40mm cartridge that will be fired from the Mk19 MOD 3 Grenade Machine Gun (GMG) and capable of being programmed to detonate while in flight over or next to various targets. Possible acquisition alternatives include a HV Airburst Fuze assembled to the existing M430A1 warhead or a full-up HV Airburst cartridge. Both alternatives may require the utilization of a Programming Unit. SPECIFICATIONS: This item will be procured to a performance specification, however it is not available at this time. PLANNED ACQUISITION: This notice is being issued for informational purposes only. The US Army is considering awarding a single contract in 2QFY19 for Engineering & Manufacturing Development (EMD). Any resulting contract will likely include three options for production. The Government is contemplating requiring bid samples as part of the proposal submission. SUBMISSION INFORMATION: All responsible, interested sources responding to this notice shall include information regarding their capability to provide 40mm High Velocity ammunition and/or components related to one or more areas mentioned below. Interested companies should provide their company name, address, company size (including # of employees), Point of Contact's name, telephone number and email address. In addition, where applicable, request that respondent provide the following information: 1.1 40mm HV Airburst Fuze: Fuze technology and design that can provide increased functionality of a 40mm projectile to include airburst function, self-destruct, and point detonate (PD) function. Provide the following descriptions: (1) How airburst, self-destruct, and PD functions are achieved. (2) The default operation of the fuze including arming distances. (3) If the fuze technology can be assembled and fitted to the M430A1 warhead and any analysis or validation testing conducted in this configuration. 1.2 40mm HV Airburst Cartridge: Cartridge technology and design that delivers lethal effects and has the ability to airburst, self-destruct, and point detonate (PD). Provide the following descriptions: (1) Any accuracy metrics and testing conducted for the ammunition including any extended range airburst accuracy analysis and/or testing conducted. (2) The warhead including safe separation distance and possible targets with any analysis or testing conducted. (3) The cartridge's capable engagement ranges. 1.3 40mm HV Airburst Fuze and Cartridge: Provide descriptions regarding sections 1.1 or 1.2 above: (1) Applications where this fuze and/or cartridge is utilized (i.e., other governments, teaming agreements, etc.). (2) The reliability of the cartridge and/or fuze for each of its modes of operation and any testing conducted to determine the reliability. (3) The frequencies the fuze and/or cartridge are utilizing and its resistance to Counter Radio Warfare. (4) Any other information related to the reliable and accurate setting, delivery, and function of an airburst capable fuze and/or cartridge that the respondent deems critical for understanding the technology (5) Any testing or simulation units that can be used in place of the fuze and/or cartridge (6) Technology Readiness Level (TRL) (7) Rough Order of Magnitude (ROM) pricing and lead time with delivery schedule for fuzes and/or cartridges in quantities of 1K, 10K, and 100K 1.4 Programming Unit: Programmer that is capable of providing information to an airburst capable fuze that allows the projectile warhead to accurately detonate at a determined location in the area of a target. Provide the following descriptions: (1) The fuze programming unit capability, technology, and operation including a system block diagram showing key interfaces, unit dimensions, weight, mounting hardware, results of environmental testing conducted, other burst modes such as string of pearls and technology readiness level (TRL) (2) Other areas and 40mm munitions where the programming unit is used (i.e., other governments, teaming agreements, etc.). (3) The communication methodology from the programming unit to 40mm HV cartridges, the frequencies it utilizing, its resistance to Counter Radio Warfare along with results from any corroborating testing conducted. (4) Any modifications and attachments (permanent or temporary) to the Mk19 required to utilize the programming unit and how the normal and/or doctrinal operation of the Mk19 is changed by said modification and attachment. Include any field of view requirements for the programming unit communicating to the round and any integration efforts with the Mk19, Gunner Protection Kits (GPKs), and remotely operated weapon stations. (5) Any other information related to reliable and accurate programming of an airburst capable fuze or cartridge that the respondent deems critical for understanding of the programming unit. (6) A Rough Order of Magnitude (ROM) and lead time with delivery schedule for programmer unit in quantities of 100, 1K and 10K Interested sources are encouraged to submit the requested information within 30 days of this notice to: U.S. Army Contracting Command - New Jersey, Bldg. 10, Picatinny Arsenal, NJ 07806, Attn: Jermaine Dunham (Contract Specialist), Jermaine.a.dunham.civ@mail.mil, 973-724-9005. Please identify any proprietary information submitted. The Government may utilize the information received to develop the acquisition strategy for future requirements.
