- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY for a spin finish for use in nylon fiber extrusion, capable of meeting the basic requirements described below. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a market research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information. DESCRIPTION: The U.S. Army Natick Soldier Research, Development & Engineering (NSRDEC) is requesting information to identify sources that can provide a spin finish for use in nylon fiber extrusion. The Government is seeking sources for Lurol Type NF-9273, manufactured by Goulston Technologies, or commercially available equivalents that will meet the following performance requirements: • Appearance: Clear or colorless • pH: 6.5 +/- 2.0 • Vapor Density: ~ 1.0 • Specific Gravity: ~ 1.0 • Vapor Pressure: < 0.01 mm/Hg • Solubility (in H2O): Soluble Additional supplier requirements: • Availability within 1 month of order • Shipped in large HDPE containers (55 gallon drums) REQUESTED INFORMATION: Vendors that are capable of providing a product that meets the above requirements are requested to submit a short (no more than 5 pages) summary of the product, including the brand name (if any), product number, and product specifications that clearly demonstrate the product is capable of meeting all of the above requirements. The submission should also include the submitting company's name and address, web page URL, point of contact with phone number and email address, DUNS number, CAGE Code, and a statement regarding any small business designation (if applicable), by the date and to the address noted below. The North American Industry Classification System (NAICS) Code is 325613 and the small business size is 750 employees. Respondents are requested to provide information no later than 4:00 PM EDT on Tuesday, 2 May 2017. Documents shall be submitted electronically in Adobe Professional (.PDF) format. No telephonic responses to this RFI will be considered.
