Description
The US Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services in various locations throughout the states of Utah and Wyoming. The Contractor will be required to provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, files and any other resources necessary to accomplish the security services as outlined in the Statement of Work (SOW). The contract will require a top secret facility security clearance prior to performance start. All personnel supporting the contract will be required to meet FPS training, certification and suitability standards. The security services to be provided will include: Basic Services - Basic services are the permanent ongoing security services specifically included in the task order(s) at time of award or added through modification up to any established maximums identified in the contract. Temporary Additional Services - During the term of the contract, the Government may have requirements for temporary additional services (TAS) beyond the basic service requirements. TAS are the short term, non-recurring needs for service. Due to the nature of TAS the contractor may be required to perform these services with little advance notice. Emergency Security Services - The contractor shall furnish fully qualified PSO's, management, supervision, equipment, supplies, and any other cost for sustained emergency surge security force services. The services may include large and small-scale deployments, short and long-term emergency situations, i.e. manmade and natural disasters, FEMA projects, etc. This acquisition is for approximately 180,000 hours of basic and temporary additional service hours and 9,000 hours of emergency guard services per year. There are an estimated 90 PSO's protecting approximately 40 posts across the 2 states. The Period of Performance is: 12-month base period with four one-year option periods. The contract will be issued as an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract as defined in FAR 16.504. This acquisition is being solicited as a total small business set-aside. Task orders will be issued on a Firm-Fixed price basis. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are significantly more important than price. The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with size standard is $20.5 million. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management.
