Description
This is a presolicitation notice in accordance with FAR 5.204 to publicize the planned sole source procurement for the purchase of Integrated Circuit PiezoElectric (ICP) Quartz Force Rings, ICP Charge Sensors, and Coax Cables to be integrated into the Shaker OPALT system. The Naval Surface Warfare Center Carderock Division (NSWCCD) in Bethesda, MD intends to solicit and award a sole-source, firm fixed-price purchase order in accordance with Simplified Acquisition Procedures for commercial items in accordance with FAR 6.302-1(a)(2)(ii), Only One Responsible Source. The applicable NAICS code is 334513, instruments and related products manufactured for measuring. The business size standard is 750 employees. The set-aside for small business concerns has been dissolved. The proposed purchase order is being solicited on a sole-source basis to PCB Piezotronics, Inc of Depew, NY. The basis for restricting competition is for the following reasons: ICP quartz rings, and charge sensors are the only approved electronic accessories that has been designed and tested to fit existing footprints in the Shaker OPALT Systems, Models 250C, 483C50, et al. to include all of the same wiring pathways. This will provide accurate reproducibility results. The cost to test and certify an alternative manufacturer's branch is not cost effective. This requirement is in support of the Navy's Virginia Class VSM2 submarine project. The proposed action is for the procurement of supplies or services for which the Government intends to solicit and negotiate with only one source in accordance with FAR 6.302-1(a)(2)(ii), Interested firms may identify their interest to respond to this requirement within 15 days of this posting by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals and does not constitute a solicitation. However, all responses received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
