Special Notice for a Single Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR FOAM GLIDER TESTING CURRICULUM from Ohio State University. REQUIREMENT: Foam Glider Testing Curriculum: The USAF Test Pilot School has a need for the development of an unmanned foam glider testing curriculum for the Air Force Test Pilot School (TPS). Central to this work will be the development of an easy to use, open-source data acquisition (DAQ) device capable of recording high-fidelity aircraft state measurements. The DAQ system should be self-contained, integrate with the existing IADS system via Wi-Fi or Bluetooth, and be capable of being removed and placed into a standard 6' wingspan foam glider. Laboratory modules will be developed to support existing curricula. Additional DAQ devices will be manufactured for use in OSU's flight-testing class. Laboratory curricula will be shared between OSU and TPS to foster open communication and continued development, and lessons learned from both contexts will be shared. DESC: INTENT TO AWARD A SINGLE SOURCE PROCUREMENT WITH Ohio State University. The Air Force, Edwards Air Force Base, CA intends to award a Single Source purchase order to Ohio State University., 1960 Kenny Rd., Columbus, OH 43210-1016. The Single Source purchase will be for Foam Glider Testing Curriculum. Ohio State University is the only known source identified for procurement of this supply. The statutory authority which permits other than full and open competition for this acquisition, is FAR 13.501(a)(1)(ii). This authority is supported by an approved a Justification and Approval for Other Than Full and Open Competition. It is the Government's intent to proceed with this sole-source action. The North American Industry Classification System Code (NAICS) is 511210 and the size standard is $38,500,000.00. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide Foam Glider Testing Curriculum. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by 4:00 p.m. 25 APRIL 2017, intent is to award a Sole Source purchase order to Ohio State University., 1960 Kenny Rd., Columbus, OH 43210-1016. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Michele Cameron.
