- Description
- The Defense Information Technology Contracting Organization- Pacific, Pearl Harbor, HI intends to award a sole source firm fixed price contract to Motorola Solutions to procure the upgrade and installation of land mobile radio (LMR) equipment, and infrastructure at Kunsan AB, Korea. The minimum specific government requirements and characteristics of the LMR system and the expertise requirements limit the availability to a single source, Motorola Solutions. The following are the minimum requirements used as the basis for sole source justification: The US Army who is the lead agency for LMR in Korea uses Motorola's LMR solution which is authorized for use on a Joint LMR network. The Kunsan LMR system will tie-in/trunk to the Army LMR system at Camp Humphreys. Therefore, it's critical that Kunsan implement a compatible LMR solution with the Army's system. At this time, no other brands are authorized because of advanced encryption standards, lack of Host Nation approved frequencies, interoperability existing assets, capability to sustain asset and network constraints of existing solution. Using vendors other than Motorola would result in mismatch systems, equipment, software, lack of configuration control that will result in loss of capabilities and lack of peninsula wide coverage for Kunsan AB personnel; and non-compliance with DoDI 4650.10, Land Mobile (LMR) Interoperability and Standardardization. The proposed solution contains a consolidated suite of capabilities that provide seamless communications for first responders and emergency managers eat of a risk to experiment with non-OEM equipment and unproven integration for Kunsan's LMR upgrade. The upgrade for Kunsan must be performed by personnel certified by Motorola and with the required access to install and to trunk this system to the Camp Humphrey's LMR system. Motorola does not intend to partner with resellers for this acquisition. This notice is submitted pursuant to the authority of Title 10 U.S.C. §2304(c)(1), which provides that full and open competition need not be obtained where there is "only one responsible source and no other supplies or services will satisfy agency requirements". (FAR 6.302-1(2)(ii)(A&B)). This authority is supported by an approved Sole Source Justification. This notice constitutes neither a solicitation of any type or request for capability statement nor should not be construed as a commitment by the Government. This serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a)(1). North American Industry Classification System is 334112.
