- This is a Request for Information (RFI)/Sources Sought notice to conduct market research for information and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Veterans Affairs (VA) is not at this time seeking proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. However, in order to satisfy the requirements of 38 U.S.C. 8127, these results will be used as part of VA s determination as to whether or not two or more service-disabled Veteran-owned small businesses, or Veteran-owned small businesses, that are verified in the VetBiz database (https://www.vip.vetbiz.gov/) are capable and interested in competing for this effort. Please ensure your company name, address, main point of contact, socioeconomic status, and capability to comply with any limitation of subcontracting/non-manufacturer rule clauses/provisions are clearly documented. Please ensure any proprietary information submitted as part of your response is appropriately marked as such. Background: The Bar Code Expansion (BCE) Positive Patient Identification Project incorporates bar code scanning technology using a wired and wireless environment to positively identify patients at the point of care. Transfusion Verification (TV) matches patient to blood unit during blood transfusions. This ensures that the patient is properly identified and the correct unit of cross-matched blood is transfused, eliminating the possibility for error. This project will enhance the quality of care, improve quality control and decrease the number of adverse events due to patient misidentification. Med Administration Verification (MAV) and Nursing Data Collection (NDC), also referred to as the Ancillary Applications (AA), will expand the use of existing Veterans Health Information Systems and Technology Architecture (VistA) applications. Both Bar Code Medication Administration (BCMA) and Nursing Vitals will be made available on a handheld device, expanding the tools currently available to the nurse and making the applications more portable. VA currently owns enterprise licenses for the following software: CareFusion Pyxis ® Med Administration Verification VA (MAV), which extends BCMA functionality to a handheld device; CareFusion Pyxis ® Nursing Data Collection VA (NDC), which allows the clinician to document vital signs data by use of a handheld device; and CareFusion Pyxis ® Transfusion Verification VA (TV), which documents the administration of blood products and performs a patient/blood product match. It also captures pertinent data associated with the related transfusion. As it relates to this RFI, VA has requirement for on-site hands-on application(s) training, implementation support, and software maintenance for these three CareFusion Pyxis ® software applications at up to 145 VA sites as well as an additional 15 optional sites as indicated in Attachment A. Please see attached draft Performance Work Statement (PWS) and Attachment A for additional information and requirements. If your company is capable and interested in performing the requirements outlined in the draft PWS, please provide the following information: What experience do you have in providing implementation support, training, and software maintenance for clinical applications using bar code scanning technology at organizations of the level of complexity, size, and scale of the Department of Veterans Affairs? Is your company an authorized reseller for the products listed above (CareFusion Pyxis ®: MAV, NDC and TV)? What is your business size for North American Industry Classification System (NAICS) Code 541519? Are you a service-disabled Veteran-owned small business or a Veteran-owned small business and verified in the VetBiz database (https://www.vip.vetbiz.gov/)? If you have the capability to perform 50% or more of this effort, please provide information to demonstrate this capability. Is your company listed on any Government Contract Vehicle (i.e., GSA, NASA SEWP)? If yes, please provide Vehicle Name and schedule contract number. Please provide specific detail with respect to the experience (i.e., the number of years, the size of the organization(s) supported, relevant contract numbers and dollar value, names of systems supported, name(s) of organization(s) supported, etc.) for all the questions contained within this RFI. Vendors may also submit additional information not specifically requested above, which would provide value and insight to the Government. Please do not submit general capability statements, marketing materials, or other nonspecific information. *Note: VA may elect to contact individual companies based upon the content of the submission to gather further information.
