Description
The purpose of this notice is to synopsize the Kuwait Dining Facilities (DFAC) 3.0 food services in the Kuwait area of responsibility (AOR) in accordance with Federal Acquisition Regulation 5.207. Army Contracting Command - Rock Island (ACC-RI) intends to issue a solicitation for provide ASG-KU DFAC food service operations in the nine DFACs in the Area Support Group - Kuwait (ASG-KU) AOR. It is estimated that the Request for Proposal, W52P1J-17-R-0049, will be issued on or about 05 May 2017. However, this date is subject to change. Future notices, as applicable, will provide updates of the anticipated solicitation release date. ACC-RI intends to conduct a full and open, Trade-off competition to award a single hybrid Cost Plus Fixed Fee with a Performance Based Incentive Fee contract (CPFF-PBIF). The period of performance is anticipated to be one base year plus four one year evaluated option periods, and will include Federal Acquisition Regulation clause 52.217-8, Option to Extend Services. The successful offeror for this acquisition will be required to support the ASG-KU nine dining facilities food service locations in the Kuwait AOR at Camp Arifjan, Camp Buehring, Kuwait Naval Base, Ali Al Salem, and Mubarak Air Base. These facilities are dedicated to providing full meal service and meeting the nutritional needs of the Department of Defense (DOD), coalition forces and other authorized patrons who frequent the facilities. All DFAC are full service to include carry out and quick turn/grab-n-go services. The services to be provided for this acquisition are non-commercial. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform ASG-KU DFAC food services as defined in the PWS for this solicitation except for those items specified as government furnished property and services. All DFACs must be operated in a manner that continually provides support to the customer. A sources sought announcement was issued on 18 November 2016, seeking interest from industry, prior to release of a potential solicitation. A site visit was held in Kuwait on 01 February and 02 February 2017. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government of an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This synopsis does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result of this notice.
