Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business or Veteran-owned small business, and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Potential contractors must also list any GSA contract under Category 51 506 that may pertain to this announcement. The VA Heartland Network 15, Contracting Office located at 3450 South 4th Street, Leavenworth, KS, 66048-5055 is seeking a potential qualified contractor to provide all labor, supervision, tools, transportation, equipment, and materials necessary to remove and replace (1) Air Handler Unit, (1) Return Fan, (1) Supply Fan VFD, and (1) Return Fan VFD at John Cochran Division Veterans Affairs Medical Center 915 N. Grand Blvd. St. Louis, MO 63125 (see Statement of Work below). The NAICS code for this service is 238220 - Plumbing, Heating, and Air-Conditioning Contractors Important information: The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a small-business set-aside is anticipated under FAR 6.203 Set-Asides for Small Business Concerns. However, if response by Small Business proves inadequate, an alternate set-aside may be utilized. Email: kevin.wallace2@va.gov Phone: 913-946-1958 Fax: 913-946-1998 STATEMENT OF WORK St. Louis VA Medical Center John Cochran 1.0 INTRODUCTION The St. Louis VA Medical Center (John Cochran) requires one to one purchase and replacement of AC22 to include Return fan, Supply fan VFD, Return fan VFD, and Re-connecting to ACES Automated Controls System. The contractor shall furnish all parts and labor. Contractor should follow VA guidelines as follows: ASHRAE 107-2008: Ventilation of Health Care Facilities VHA Directive 1116: Department of Veterans Affairs Office of Construction and Facilities Management Design Guide 70-2005 National Electric Code 2.0 OBJECTIVES The purpose of this scope of work is to replace (1) Dual Duct Air Handler Unit, (1) Return Fan, (1) Supply Fan VFD, and (1) Return Fan VFD. Contractor will also re-connect into existing Automated Controls system and electrical panel. Contractor will balance systems for serviced areas. The air conditioning systems specified herein must be complete, functional, and operational in all respects. The Air Conditioning systems shall be installed per VA guidelines to meet original design or as otherwise stated in following SOW. Work hours are to be during other than normal working hours. Due to areas serviced by AC 22, all work will need to be completed during one weekend. Starting on a Friday 5PM-Sunday 11:59PM. If it is a holiday weekend there may be an additional day added to schedule. All removal and install of the AC unit should be completed in weekend time frame. Prior to bid, site visit required: To review disconnecting ductwork from (1) Air handler Unit, de-pipe Air handler units and remove existing Air Handlers specified below. Removal of (1) return Fan specified below. Replace (1) Supply Fan VFD, and (1) Return Fan VFD. Contractor shall balance areas serviced by Air Handlers 22 per Blueprint drawings that will be provided by COR. Re-connecting existing Dual Ductwork. Re-connecting to existing ACES automated Controls System, and Electrical panel. Re-insulating Ductwork with VA approved Insulation. AC22: Unit CFM Phase/Voltage/GPM AC22 5,730 3ph/208V AC22 Return Fan 1,545 3ph/208V AC22 Chilled Water Coil 5,450 48GPM AC22 Hot Water Heating Coil 5,600 29GPM 3.0 GENERAL REQUIREMENTS The Contractor shall provide all labor, supervision, tools, transportation, equipment, and materials necessary to remove and replace (1) Air Handler Unit, (1) Return Fan, (1) Supply Fan VFD, and (1) Return Fan VFD at John Cochran Division Veterans Affairs Medical Center, as described herein. Remove existing AC unit 22 to include AC 22 return fan, detach Air handler Unit and Return Fan from existing Dual Ductwork. De-pipe Chilled Water Coil and Hot water coil. Removal of Supply fans VFD and return Fan VFD. Dispose of old equipment at an offsite disposal site. Furnish and Install (1) like replacement AC unit, to include return fan, re-attach to existing dual ductwork. Provide/Re-attach all necessary chilled water and hot water piping to newly installed chilled water coil and hot water heating coil. Furnish and install new supply fan VFD and return Fan VFD. Tie into existing ACES automated controls system and electrical panel. All wiring shall be in accordance with the National Electrical Code (N.E.C.). Below are requirements for new unit: Unit CFM Phase/Voltage AC22 7.730 3ph/208V AC22 Return Fan 2,000 3ph/208V The unit shall be tested, balanced, and commissioned with the AC shop COR. The areas serviced by the newly installed AC units shall be balanced by a certified Balancing Contractor. All Balance reports, and manuals for newly installed equipment shall be provided to the COR upon completion of project. The unit shall have a manufacturer s parts and defects warranty for period of (1) year from the date of original installation. Acceptance of Work. The Contractor shall provide certification that work was approved and accepted by the POC John Cochran Medical Center. The contractor must submit validation that work was completed satisfactorily with request for payment. The Contractor shall coordinate all work of systems with the AC Shop Foreman at Medical Center. 4.0 COR at Location All questions concerning the scope and requirements of the VA Medical Center, shall be directed to the COR (see below): COR Jeremy Rose jeremy.rose3@va.gov Tel: 314-289-6465 Cell: 805-742-6973 The AC Shop Foreman (COR) will be the contractor s contact at the John Cochran VA Medical Center.
