Description
Charter Airlift Services in Support of the CRAF - Request for Information The United States Transportation Command (USTRANSCOM) Acquisition Directorate (TCAQ) is conducting market research in support of the FY19 follow-on acquisition for Charter Airlift Services in Support of the Civil Reserve Air Fleet (CRAF). The CRAF Program is a national plan, based on the Defense Production Act of 1950 and Executive Order 12656, to utilize aircraft resources of United States (U.S.) air carriers when needed to support Department of Defense (DoD) airlift requirements in an airlift emergency or national emergency. In return for a commitment to the CRAF program, airlines are afforded access to day-to-day business under this and/or other various DoD and General Service Administration contracts. Under this contract, contractors are required to provide international long-range and short-range airlift services during peacetime. During CRAF activation, the contractor is required to provide both international and domestic airlift services. The contractor's responsibilities include but are not limited to: (1) airlift services utilizing DoD approved aircraft, (2) passenger services, (3) cargo services, (4) mission coordination and (5) CRAF program participation. To assist in this market research effort, we invite your participation in the following: 1. MARKET RESEARCH QUESTIONNAIRE: Please complete the attached questionnaire no later than 5:00 p.m. CDT, 18 May 2017 and e-mail the file to lynda.y.lang.civ@mail.mil and amy.m.miller50.civ@mail.mil. We solicit and appreciate your open and honest responses to the questions, as they will provide valuable insight and direction in the development of a future solicitation. 2. INDUSTRY DAY: USTRANSCOM is hosting an Industry Day on 24 May 2017 for the Charter Airlift Services in Support of the CRAF requirement. The event will be held at the MITRE Building located at 505 Corporate Center Drive, Shiloh, IL 62221. The Government will hold an open forum group discussion from 8:00-9:00 a.m. with all prospective contractors followed by 30 minute individual break-out sessions from 9:30 a.m.-4:00 p.m. Those planning to attend should contact Amy Miller (amy.m.miller50.civ@mail.mil) and Lynda Lang (lynda.y.lang.civ@mail.mil) NLT 5:00 p.m. CDT, 18 May 2017 to schedule a time slot for an individual break out session. You must supply the following information: business name, business representatives, phone numbers and business titles. We will provide additional information to include directions and individual session times only to interested parties who have contacted us. The purpose of this RFI and Industry Day is to obtain market research and industry feedback regarding the Charter Airlift Services in Support of CRAF requirement and shall not be construed as a solicitation or as an obligation or commitment by the Government. Participation is not a pre-requisite to submitting offers in response to any future solicitation.
