- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland in support of the Systems of Care for Complex Patients Task Area of the United States Army Institute of Surgical Research (USAISR) intends to negotiate a sole source firm fixed price contract with the Vermont Nurses in Partnership, Inc. (VNIP), P.O. Box 416, Ascutney, VT 05030-0416, in accordance with FAR 6.302-1, only one or a limited number of responsible sources will satisfy agency requirements. The requirement is for the use of resources to demonstrate minimal competencies in management of combat casualties. A standardized comprehensive program will be developed to ensure all nursing specialties demonstrate competency in combat casualty management throughout military career. A toolkit for developing preceptors and evaluating individual readiness and competency in combat casualty care skills will also be developed. Self-paced multi-media web-based learning modules for introduction and sustainment of nursing combat casualty care skills will also be developed. Finally a program will be implemented regionally and then expanded incrementally across the Enterprise. VNIP has been successfully implemented within the military treatment facilities and has experience in tailoring its program for the DOD and for specialized nursing competencies. The VNIP is the only validated and evidence-based method for evaluating clinical competency and was the foundation for the Army Burn Center and SAMMC pilot programs. The VNIP program and materials are copyrighted and proprietary which means they would be the only ones able to provide the specialized program and resources required by the Systems of Care for Complex Patients Task Area. The contract is for a period of performance of twelve (12) months with an option to extend the contract for two additional twelve (12) month optional periods IAW FAR 52.217-9, Option to Extend the Term of the Contract. The North American Industry Classification System (NAICS) for this requirement is 541690 with a size standard of $15.0M THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information by 08 May 2017 at 12:00 PM Eastern Standard Time (EST) in order to establish the ability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement.
