- Request for Information on Spectroscopic Personal Radiation Detection Systems (SPRDs) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Agency Announcement (BAA). This RFI does not commit the Department of Homeland Security (DHS) Domestic Nuclear Detection Office (DNDO) to contract for any supply or service. DHS DNDO is not at this time seeking proposals. Responders are advised that the DNDO will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP or BAA. The information provided in this RFI is subject to change and is not binding on the DNDO. All submissions become the property of the DNDO, and will not be returned. Description: The Domestic Nuclear Detection Office (DNDO) seeks information on the state of the art in Spectroscopic Personal Radiation Detectors (SPRDs) to support the government's Human Portable Tripwire (HPT) program, which fields SPRDs within DHS. Background: The HPT program is executing a Commercial Off-the-Shelf (COTS) acquisition, based on DNDO's Acquisition and Commercial Engagement Strategy (DACES). The requirements for the HPT SPRDs are published in the RFP HSHQDC-14-R-00083 dated June 27, 2014 are based on DHS operational requirements and the American National Standards Institute (ANSI) Standard 42.48, "Performance Requirements for Spectroscopic Personal Radiation Detectors (SPRDs) for Homeland Security, 2008. HPT SPRDs are intended to be worn by operators as standard equipment providing a passive or "tripwire" capability for constant, non-deliberate scans to increase the operator's ability to detect gamma and neutron radiation sources and identify radiological and nuclear (rad/nuc) isotopes. HPT SPRDs must be easy to use, highly reliable, capable of operating in a wide range of environments and capable of storing spectrum for communications to reach back. HPT SPRDs must also function as personal protective equipment, providing a warning to the operator of potentially harmful levels of radiation. Information Sought (is only related to the "maritime variant" which includes neutron detection) Please provide responses to the following questions, with the length of the response limited to five (5) pages, single spaced, Times New Roman, no smaller than 12 point font. Drawings, diagrams and/or captions to pictures are limited to no smaller than 8 point font. 1. Did you previously participate in the HPT RFP? 2. If the answer is yes, do you currently have the same SPRD or do you offer a different COTS solution with gamma and neutron capability? 3. If your SPRD offering has changed, or has been updated, or if you did not participate in the HPT RFP HSHQDC-14-R-00083, please provide a description of the SPRD system(s) you would propose. In the description, please provide specific details on any changes to your previously proposed system (if applicable), and details on any testing (either in-house or independent) conducted to verify performance of the unit. 4. Are your proposed SPRD system(s) currently available on a GSA schedule? If applicable, please specify the schedule number(s). 5. Provide a list of government organizations currently using your COTS SPRD system. 6. Your HPT Business and Technical POCs. Questions regarding this RFI will be answered via an amendment to the RFI and posted on FedBizOpps.org. DHS will not attribute the questions to the submitting vendor. Vendor responses to Information Sought will not be posted.
