- Sources Sought The DISA RAO is seeking information for potential sources for highly-qualified systems engineering professionals to develop and validate capability requirements, perform requirements quality assurance, and create and deliver institutionalized training to the RAO and Agency staff for requirements management techniques, tools, and processes. The RAO requires support personnel that can manage requirements across all facets of the DISA IT Service Portfolio, and can provide comprehensive strategic planning guidance to the RAO staff to ensure requirements are achievable, actionable, and unambiguous. The RAO requires support for metric analysis for requirements management performance monitoring to support RAO decision-making. Sources are expected to be experienced practitioners of the Project Management Institute's Project Management Body of Knowledge (PMBOK) and International Council on Systems Engineering's Systems Engineering Book of Knowledge (SEBOK). The requested support shall be highly skilled in the use of system engineering processes, architecture frameworks, modeling languages, and tools, including: Department of Defense (DoD) Architecture Framework (DoDAF), Systems Modelling Language (SysML), Business Modeling Process Notation (BPMN), IBM's Rational Dynamic Object Oriented Requirements System (DOORS) Next Generation, No Magic's MagicDraw and Microsoft SharePoint.
