- This contract action is for the acquisition of services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to ZRT Laboratory, LLC, 8605 SW Creekside PL, Beaverton, OR, 97008, to provide hormone testing from urine and blood cards, to study women with normal menstrual cycles. The CRU at the NIEHS requires daily measurements of reproductive hormones. From the perspective of conservation of blood volume in the proposed study, it is not possible for the CRU to draw blood samples as this would exceed the IRB regulations. The usual way that urine samples have been collected is in large vials, however more recently it has been possible to preserve urine that is collected on filter paper and extract it for subsequent analysis. The advantage of this technique is that the hormones being measured are stable for a prolonged period of time and save considerably in terms of lab handling, storage space and transport. The hormone testing from urine and blood cards will provide quantitative measurements of LH, FSH, progesterone and estradiol from urine samples or tiny blood samples collected on filter paper. In addition to the technical and lab handling advantages, collection of daily urine samples on filter paper combined with occasional blood spot collections is of considerable benefit to the research subject and improves the ability to recruit and complete the research as it removes obstacles for participation. The applicable North American Industry Classification System (NAICS) code for this acquisition is 621511, "Medical Laboratories" and a Size Standard of $32.5M. NIEHS will solicit and negotiate directly with ZRT Laboratory, LLC and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at sims3@niehs.nih.gov and are due by 10:00 AM on May 12, 2017. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to ZRT Laboratory, LLC
