- Description
- The Naval Sea Systems Command intends to issue solicitation N00024-17-R-2477 to Huntington Ingalls Industries, Ingalls Shipbuilding (Ingalls), 1000 Access Road, Pascagoula, MS 39567 for Detail Design and Construction (DD&C) of LPD 29 Amphibious Transport Docking ship and supporting post-delivery availability planning services and engineering services on a sole source basis. As the designer and builder of every previous San Antonio (LPD 17) Class vessel, Ingalls is the only source with the requisite knowledge and experience required to construct the 13th ship of the LPD 17 Class. Pursuing an alternate source through competition would result in significant duplication of costs and unacceptable delays due to the loss of learning achieved on the previous 12 ships that cannot be recovered on the last planned ship of the Class and engineering efforts that would be required to design the ship and develop a build plan. This notification is issued for subcontracting purposes only. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
