Description
The following is a Sources Sought/Request for Information notice. This posted notice is not a Pre-Solicitation or Solicitation document. The government is not currently soliciting bids, quotes or proposals at this time; however, reserves the right to do so at a later date. The Veterans Health Administration has a recurring need for 100% off-site language interpretation services in support of Veterans, families, caregivers and healthcare professionals for all nine of its hospitals and health care systems located in Pennsylvania. The Contractor is required provide interpreters fluent in a specified language available 24/7 365 days a year to translate 100% off site medical terminology to ensure exact understanding of treatments, procedures, medication names/dosage requirements, and other instructions required for care of the veteran patient, or for obtaining informed consent. Services must be prompt (translator online within minutes), reliable, and easy for VA clinical staff to access whenever needed. The Contractor shall provide interpreters who are fluent in but not limited to the following languages: Spanish German French Korean Arabic Hindi Russian Cantonese Vietnamese Somali Serbian Mandarin Chinese Indonesian Creole Farsi Note: It is generally not possible to know in advance when support for a specific language will be necessary due to the unpredictable dynamics of a complex care environment. Responses to this notice shall include: Company Name Address Point of contact Phone Number E-mail Address DUNS Number CAGE Code Tax ID Number Please provide answers to all of the below questions regarding your firm s Socio-Economic status pursuant to North American Industrial Classification Code (NAICS) 541930-Translation and Interpretation Services, $7.5 Mil Size Standard. Is your business a small business under NAICS 541930? Is your firm a verified Veteran-Owned Small Business under NAICS 541930 ? Is your firm a verified Service-Disabled Veteran-Owned Small Business NAICS 541930? Is you firm a certified HUB Zone firm under NAICS 541930? Is your firm a Woman Owned business under NAICS 541930? Is your firm a Large Business under NAICS 541930? Does your firm currently have a contract on the GSA website? Is yes, please provide GSA contract number and expiration date. Please also provide a capability statement as well as any relevant literature addressing your organization s ability to perform the required services. Last, please include a point of contact name, phone number and email address. SAM.GOV REGISTRATION: All interested vendors shall be required to be registered in SAM(System for Award Management) in order to do business with the Government as all invoicing takes place via EFT. Please refer to SAM.gov. on how to register. VET.BIZ VERIFICATION UNDER NAICS CODE: In accordance with the U.S. Supreme Court decision regarding Kingdomware, service disabled veteran owned businesses (SDVOSB) and veteran owned businesses (VOSB), who are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services shall be verified in VetBiz Registry as follows to be considered: http://www.vip.vetbiz.gov. Process in 38 U.S.C. 8127(d) whereby a contracting officer of the Department shall award contracts on the basis of competition restricted to small business concerns owned and controlled by veterans, if the contracting officer has a reasonable expectation that two or more small business concerns owned and controlled by veterans will submit offers, and that the award can be made at a fair and reasonable price that offers the best value to the United States. For purposes of this VA specific rule, a service-disabled veteran-owned small business (SDVOSB) or a veteran-owned small business (VOSB), must meet the eligibility requirements in 38 U.S.C. 8127(e), (f) and VAAR subpart 819.7003 and be listed as verified in the Vendor Information Pages (VIP) database. Last, as per VAAR 810.001-70 Market Research Policy, all SDVOSBs and VOSB shall be verified under the NAICS code noted in the requirement in order to be considered. Any SDVOSB or VOSB not verified in Vet.biz under the NAICS code utilized by the Contracting Officer will not be considered for the requirement.(see below VAAR reference). When performing market research, contracting officers shall review the Vendor Information Pages (VIP) database at https://www.vip.vetbiz.gov as required by subpart 819.70. The contracting officer will search the VIP database by applicable North American Industry Classification System (NAICS) codes to determine if two or more verified service-disabled veteran-owned small businesses (SDVOSBs) and veteran-owned small businesses (VOSBs), in the appropriate NAICS code, are listed as verified in the VIP database. The contracting officer will determine if identified SDVOSBs or VOSBs are capable of performing the work and likely to submit an offer/quote at a fair and reasonable price that offers best value to the Government. If so, the contracting officer shall set-aside the requirement in the contracting order of priority (see 819.7005 and 819.7006).
