N/A (15) Contractor. Deloitte Consulting LLP. (16) Description. (a) Notice of intent to award a contract. This action, by the 50th Contracting Squadron, 210 Falcon Parkway Suite 2116, Schriever AFB, will result in award of a contract with Deloitte Consulting LLP, 1919 N Lynn St, Arlington VA 22209-1742, address, for a period of one year, with a priced Option for an additional year. The period of the contract is 11 Jul 2017 - 10 Jul 2019. (b) Deloitte Consulting LLP is considered to be the only responsible offeror for current Air Force Space Command (AFSPC) CDET services since the Government would experience unacceptable delays in fulfilling the agency's requirements if a new offeror were to be selected in the time remaining before the end current contract services under a separate GSA task order. The services, in support of cyber defense of space mission systems, include providing engineering, technical and training support for cyber defense protecting, detecting, responding, sustaining and training, and also evaluating and providing recommendations to fulfill cyber defense guidance and methodologies. (c) AFSPC intends to award a short-term interim contract, CDET, with the intent to procure through competition an enterprise-level solution. (d) Note: The requirement identified in FedBizOpps (FBO) posting number 50SWDCORFI2017, posted 20 Mar 2017 (https://www.fbo.gov/spg/USAF/AFSC/50CS/50SWDCORFI2017/listing.html), has been divided into two actions: a sole source action, CDET, identified in this notice and a separate Defensive Cyberspace Operations (CDO) acquisition. The DCO acquisition is being assessed for procurement as a possible task order under one of the two sets (Small Business set and Full and Open set) of Air Force NETCENTS-2 Network Operations and Infrastructure Solutions contract vehicles. (e) In accordance with Federal Acquisition Regulation (FAR) 5.207(c)(16), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. (f) The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this extension. A determination by the Government not to compete this proposed contract action, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to award a contract for these services. N/A (19) Air Force Federal Acquisition Regulation (FAR) Supplement 5352.201-9101 Ombudsman (Jun 2016) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
