- The 355th Contracting Squadron intends to issue a sole-source procurement action with L-3 Communications Vertex Aerospace for the procurement of the following items: The Contractor shall provide all materials, supplies, equipment, labor, supervision, management and transportation to manufacture and deliver two sets of T-1A aircraft shoring structures in accordance with design drawing no. TN000002-702.r-a, all associated baseline drawings, specifications and revisions and deliver to the 309th Aerospace Maintenance and Regeneration Group (AMARG) located on Davis-Monthan Air Force Base, Arizona. This requirement is conducted in accordance with the authority under FAR Part 13.5, as supplemented with additional information included in this notice. This is a notice of intent to award a sole source procurement action based on urgent and compelling need and is not a request for competitive proposals. L-3 Communications Vertex Aerospace is the original equipment manufacturer (OEM) of the required T-1A aircraft shoring structures. This equipment must be utilized to accomplish immediate repair of damaged aircraft. It is the Government's belief that L-3 Communications Vertex Aerospace is the only known source who can manufacture and deliver these units no later than 1 July 2017 with parts traceability. All parts must have clear traceability to the OEM. Traceability means a clear, complete, documented, and auditable paper trail which traces each step from an OEM or distributor to its current location. Delivered structures must be approved in accordance with Federal Aviation Administration (FAA) guidelines to ensure safety of aircraft maintenance crews. The applicable North American Industry Classification Standard Code for this requirement is 336413. All responsible sources may submit an interest letter that demonstrates your firm's technical expertise, certifications and ability to compete for this acquisition and meet the technical standards and delivery schedule to support mission need. Interested parties must provide supported rationale as to why they should be considered. All interested firms must respond to this notice by Tuesday, 16 May 2017, 2:00pm EST via email to breysi.stephens@us.af.mil. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. NOTE: All drawings and technical information referenced in this notice are not available for release.
