- PRE-SOLICITATION NOTICE. THIS IS NOT A REQUEST FOR PROPOSALS. This Pre-Solicitation Notice is for Construction Services of a General Contractor (GC) for the General Construction of the "Recapture of Vacated Space for US District Courtroom" project, located at the Ronald Dellums Federal Building,1301 Clay Street, 2nd Floor, Oakland, CA 94612". The project consists of the renovation of 2,894.14 SF of shell space to provide a new courtroom, AV storage room and jury Deliberation room with two single occupant toilet rooms. Project further includes upgrade of public corridor adjacent to new courtroom and installation of new AC unit above the ceiling of the existing elevator lobby. An existing drinking fountain shall be replaced with a set of ADA compliant Hi-Lo drinking fountains. Additional signage shall be replaced and installed throughout the second floor per exhibits in the Appendix. The MEP scope includes modification to existing building infrastructure and installation of new AC ductwork, exhaust system, VAV boxes, data room cooling, power, lighting, DOC control and conduits for infrastructure and security systems. The project will also include the installation of the audio visual system for the courtroom. This solicitation will be made under FAR 15.1 Source Selection. Award will be made to the offeror whose proposal conforms to all requirements of the solicitation and is considered to be most advantageous to the Government, cost or price and other factors considered. As technical proposals become more equal in their technical merit, the evaluated cost or price becomes more important. This Request for Proposal (RFP) will consist of two parts, technical and price proposal requirements. A 20% Bid Bond is required at the time the price proposal is submitted; Performance and Payment Bonds will be required prior to receipt of Notice to Proceed. For copies of portions of the RFP which include Sensitive But Unclassified building information, contractors are to submit a written request to Contracting Officer, Deborah Valderrama at deborah.valderrama@gsa.gov. Refer to RFP GS-09-P-17-KT-C-0006. The request must be accompanied by proof that the requesting firm has an active registration in the System for Award Management (SAM) www.sam.gov. The RFP will be available on or about June 16, 2017. It is anticipated that the proposals will be due approximately six weeks after the RFP is released. This solicitation is set-aside for Small Women Owned Businesses only under FAR PART 19.1505. The anticipated award amount will likely be between $1,000,000 and $5,000,000.
