- Joint Airborne ISR Sensor Data Transport Infrastructure Project Number: ID05170063 Agency: General Services Administration Office: Federal Acquisition Service (FAS) Location: R5 Contracting Division (5QZAB) Notice Type: Sources Sought Synopsis: The Government objective is to purchase advisory and assistance services in support of the US Special Operations Command. The purpose of this notice is to solicit the names and business size of interested vendors, collect information about industry capabilities, and solicit capabilities statements from interested parties. To obtain current market information, the Government requests that all interested parties RESPOND TO THE FOLLOWING QUESTIONS ON OR BEFORE 14 JUNE 2017. Responses To This Notice: Vendors who can fulfill this requirement and who would be interested in submitting a proposal, in the event that a competitive solicitation is issued, are requested to provide the following information in response to this request: 1. Company size standard and/or socio-economic standing (e.g., large business, small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business) 5. A statement of capabilities addressing the draft work description summary included with this announcement. Requiring Activity: This is a requirement of the US Special Operations Command, Tampa, FL. The Following Information Is Provided: (1) National Stock Number (NSN) if assigned: Not Assigned (2) Description of Requirement (work description summary): The DoD requires assessment of today’s disparate sensor data transport infrastructure (e.g., Service, asset, sensor, and customer centric) in order to develop, propose, and resource an operationally effective and fiscally efficient DoD-level enterprise equivalent/replacement. This requirement includes defining criteria for completing an Analysis of Alternatives (AoA) to explore disparate pre-existing Service and Program Management Office (PMO) AISR sensor data transport infrastructures and provide recommendations for a future “best of breed” solution for downlinking and distributing sensor data for line-of-sight (LOS) and beyond line-of-sight (BLOS); government owned-government operated (GOGO), government owned-contractor operated (GOCO), and contractor owned-contractor operated (COCO) assets through a more cohesive enterprise-wide strategy supporting the entire DoD. Inherent in this requirement is the need for subject matter expertise in DoD AISR-related capabilities including (but not limited to) USSOCOM Airborne ISR Transport Infrastructure, MQ-1B Predator and MQ-9A Reaper Remote Split Operations (RSO), MQ-1C Gray Eagle BLOS Operations, Global Hawk and U-2 Sensor Data Transport Infrastructures, Tactical 2-way Sensor Data Transport (T2SDT) and Stingray Sensor Data Transport, DISA Strategic Telecommunications Entry Point (STEP)/Teleport/Gateway Infrastructures, DISA’s Unified Video Dissemination System (UVDS), Digital Video Broadcast-Return Channel Satellite (DVB-RCS) and DISN Deployable Access Node (DDAN) Sensor Data Transport Infrastructures, Army MARSS/EMARSS BLOS Infrastructure, and Broader DoD-wide (e.g., GOGO, GOCO, and COCO) LOS/BLOS/Manned & Unmanned Sensor Data Transport Infrastructures. The Government contemplates an advisory and assistance services (A&AS) contract to obtain outside points of view on critical AISR Sensor Data Transport Infrastructure requirements; obtain advice regarding developments in technology and industry capability enhancement related to DoD’s AISR Sensor Data Transport Infrastructure requirements; obtain the opinions, special knowledge, or skills of subject matter experts; enhance the understanding of, and develop of alternative solutions for, complex AISR Sensor Data Transport Infrastructure issues; and ensure a more efficient and effective operations for a future Joint Airborne ISR Sensor Data Transport Infrastructure.
