J & A - Web Link Validator JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION - BELOW THE SIMPLIFIED ACQUISITION THRESHHOLD. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice for Web Link Validator - Site Enterprise Unlimited License. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Description: Web Link Validator - Site Enterprise Unlimited License The General Services Administration (GSA) IT, Office of CIO uses a tool that automates the process of validating websites and checking the sites for errors. Specifically, identifying broken links, orphaned files, spelling and misplace content, errors in HTML coding and slow-loading pages. GSA has hundreds of POCs across dozens of websites that need this information in easily accessible formats to perform routine maintenance and upkeep of their websites. The need for this tool is critical as the number of broken links and orphaned pages on our websites such as GSA.gov has spiked. Broken links are a major cause of customer dissatisfaction on websites and significant reasons visitors do not return to a site. Web Link Validator is a tool that automates the process of validating websites and checking the sites for errors. The tool performs analysis of an entire website and all of its pages. This requirement is 100% set aside for small businesses under the associated North American Industrial Classification System (NAICS) 511210 -- Software Publishers. In order to be eligible for award, offeror must be registered in www.SAM.gov, with completed representations and certifications. 3. Upon submission of quote, all Offerors must be registered in the Regional Business Application (RBA). You may visit https://portal.fas.gsa.gov for instructions and assistance on registration. The registration must include Contractor Name, Contractor Company, etc. If Offeror is currently registered, Offeror must verify prior to submission of quote, users are listed in RBA and "all access" is granted. If this is an initial registration, the Offeror must list users and select "all access" upon registering. Offeror must verify the company address and DUNS number must correspond with the company's address in GSA e-Library and System for Award Management (SAM).
