- IGF::OT::IGF Better Buildings Workforce Development to support the U.S. Department of Energy (DOE), Building Technologies Office (BTO) THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Energy, Energy Efficiency and Renewable Energy, Golden Field Office, Acquisitions, Golden, Colorado, intends to negotiate a single source contract with the National Institute of Building Science (NIBS), with a period of performance of 1-year. The U.S. Department of Energy (DOE) has a requirement to Convening, facilitation, and administrative services from an industry-recognized non-profit organization with experience developing consensus-based technical standards relevant to commercial building energy performance; must have the organizational structure in place to develop the commercial workforce Guidelines in compliance with the ANSI/ISO/IEC 17024 requirements, and must demonstrate the legal framework required to establish agreements and terms of use related to the Guidelines with third-party certification bodies. The National Institute of Building Sciences (NIBS) was established by the U.S. Congress through Public Law 93-383, August 22, 1974. Section 809(g)(3) of that Public Law 93-383 states: Every department, agency, and establishment of the Federal Government having responsibility for building or construction, or for building, or construction-related programs, is authorized and encouraged to request authorization and appropriations for grants to the Institute for its general support, and is authorized to contract with and accept contracts from the Institute for specific services where deemed appropriate by the responsible Federal official involved. In addition, the Office of Management and Budget in a Memorandum for Agency Procurement Executives dated September 16, 1990, provided guidance to Federal Agencies that Section 809(g)(3) of P.L. 93-383 expressly authorized agencies and departments to contract with NIBS. Accordingly, the exception to full and open competition provided at FAR 6.302-5 may be used, as appropriate, to award such contracts . Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Mandy Kaiser via email at mandy.kaiser@ee.doe.gov by 12:00 PM MT, June 5, 2017, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
