- The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations with and subsequently award a Firm Fixed Price (FFP) modification to Contract N00019-13-C-0026, to the Original Equipment Manufacturer (OEM), The Boeing Company, Seattle, Washington for the purchase of two C40-A aircraft. This effort will be pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Boeing Company is the original designer, developer, and manufacturer of the C40-A aircraft. The C-40A aircraft is a Federal Aviation Administration (FAA) Type Certificated Boeing 737-700C Increased Gross Weight aircraft with supplemental type certificates for a combi-convertible configuration that allows the aircraft to be configured for all passenger, all cargo, or a combination of passengers and cargo; aft air-stairs; and installation of Navy unique avionics equipment. The supplemental type certificates are required to maintain configuration consistency with the fifteen aircraft that have already been delivered. This notice of intent is not a request for alternative brand and model nor is it a request for competitive proposals. No offers are being solicited or accepted for this synopsis. The Government will not pay for any effort expended or any material provided in response to this announcement. The information provided herein is subject to change and in no way binds the Government.
