- Attachment I: Emissions Requirements Ruggedized Portable Direct Current (DC) Diesel Generator Technology The U.S. Army, Army Contracting Command (ACC) - New Jersey Contracting Center, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey on behalf of the Program Manager Towed Artillery System for the Lightweight 155mm Howitzer (PM-TAS) to identify a ruggedized portable DC Diesel Generator capable of meeting the environmental, electrical, and physical requirements for deployment with the M777A2 Government of India (GOI) Lightweight Towed Howitzer. This Sources Sought is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of PM-TAS. The purpose of this Sources Sought is to identify qualified vendors that have a qualified generator compliant with the required and desired requirements listed below. Or to identify a candidate solution capable of meeting the required requirements with limited upfront development: Required Compliance: 1) Electrical: Voltage: 28 volt (nominal) Direct Current (DC) output suitable of supplying electrical power for a MIL-STD-1275B compliant system Power Output: 840 watts (minimum) at an altitude of 13,648 feet (4,160 meters) Output Interface: Vehicle Receptacle in accordance with MIL-PRF-62122E/NATO STANAG 4074 2) Fuel and Tank Capacity: Multi-fuel Diesel, i.e. Diesel #1 (1-D), Diesel #2 (2-D), JP8 (MIL-DTL-83133/NATO F-34), and European equivalent(s) Sufficient tank capacity to operate up to 4 hours at 100% of rated electrical load. 3) Emissions: Generator shall meet the following exhaust gas emissions requirements as stated in Attachment I. 4) Environmental: Harsh unprotected desert, tropical, and alpine climates The generator shall operate at an Altitude of 13,648 feet (4,160 meters) above sea level in accordance with JSS 55555:2000, Test Number 3 (Altitude), Procedure - 5, Test Conditions: L2 (-30° C + 3° C) and A2 (Altitude at 4,160 meters and Air Pressure at 60 kPa) Transportation Vibration ((two wheeled trailer, highway, secondary, cross country, air cargo (jet and propeller), rail, and shipboard)) Operating Temperature: -22° F (-30° C) to 131° F (55° C)   Desired Compliance: 1) Physical: Generator shall be 4 person portable in accordance with MIL STD 1472. Weight shall be less than or equal to 200 lbs. (90.72 kg) Generator shall have physical dimension not to exceed 36 (L) x 24 (W) x 24 (H) inches. Generator shall have a minimum service life of 20 years Generator shall have a reliability greater than 350 hours Mean Time Between Failures (MTBF) This Generator technology is being sought to support the need for a self-contained flexible alternative external power source for the M777A2 GOI howitzer. Approximately 145 M777A2 GOI howitzers are to be delivered with an associated generator over the next 2 to 3 years. The solicitor anticipates submission of various generator technologies capable of meeting the above requirements and request a compliance matrix be provided stating either fully compliant or partial compliance. Submissions of generator technology that are not fully compliant with all requirements are encouraged and shall include a compliance plan so that PM-TAS may assess the capabilities of all currently available generator technologies. Further, PM-TAS requests permission from respondents via company letterhead to share this information with BAE Land Systems - Global Combat Systems in Barrow, UK. BAE is the prime systems integrator for the M777A2 GOI howitzer and is participating in the design reviews for ancillary support equipment such as the generator. This information will not be shared with other vendors responding to W15QKN-17-X-0A45.
