- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the repair of one Pacific Instruments Model 5810 data recorder, 24 Pacific Instruments Model 5871 data recorders, and two Pacific Instruments Series 5880 command modules. The services provided by Pacific Instruments, Inc will be to repair the data recorders and control modules back to working order. The NAICS code is 334515 and the business size is 750 number of employees. The proposed purchase order is being solicited on a sole-source basis to Pacific Instruments, Inc. The proposed action is for repair services on Pacific Instruments data recorders and control modules, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Pacific Instruments, Inc is the designer and builder of the data recorders and control modules and as such they own the proprietary schematics and information regarding their equipment. Additionally, they have personnel trained to perform the diagnostic test and repair their equipment. NSWCCD intends to award a firm fixed-price purchase order to Pacific Instruments, Inc using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 15 June 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 06/15/2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
