- Naval Facilities Engineering Command Southwest (NAVFAC SW) intends to solicit and award a competitively negotiated Firm-Fixed-Price (FFP) single award indefinite delivery indefinite quantity Job Order Contract (JOC) for Resident Officer in Charge of Construction (ROICC) Travis. Types of projects to be performed will primarily consist of specialty trade work including, but not limited to, electrical, mechanical, painting, engineering/design, paving (asphaltic and concrete), flooring (tile work/carpeting), roofing, structural repair, fencing, HVAC, and fire suppression/protection system installation within the ROICC Travis footprint. The JOC will cover the following locations: Alameda, Concord, Dixon, Sacramento, San Bruno, San Jose, and Travis Air Force Base. This procurement will be restricted to eligible 8(a) firms located within and those that have an approved 8(a) bona fide place of business within the Sacramento, Fresno, or San Francisco SBA Districts This JOC will provide the supervision, equipment, material, labor, overhead and all means necessary to provide complete and usable facilities. It is anticipated that a single contract will be awarded as a result of this solicitation. The contract resulting from this solicitation will include one (1) base year and four (4) option years with a not to exceed amount of $7,000,000. It is anticipated that project task order amounts will range between $2,000 and $1,000,000. In the case of any task order exceeding $1,000,000, the contractor is not required to accept the task order. A seed project (Proposed Task Order 0001) is expected to be awarded as a result of this solicitation; however, the Government reserves the right not to issue a Task Order and/or to issue a Task Order for the $5,000 minimum guarantee in lieu of the Planned Task Order (PTO) 0001, if it ™s determined to be in the best interests of the Government. ************************************************************************************* Procurement Method: Contracting by Negotiation utilizing the LPTA source selection process. The Government plans to award to the Offeror with the lowest priced coefficients that is found to be technically acceptable. The Government intends to evaluate proposals and award the contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. ************************************************************************************* The NAICS Code for this procurement is 238990 and the annual size standard is $15M. ************************************************************************************* This is a new procurement.
