- Description
- The Naval Sea Systems Command (NAVSEA) intends utilize other than full and open competition to award a sole source, Fixed-Price Incentive (Firm Target) contract modification to Lockheed Martin Corporation, Rotary and Mission Systems for the procurement of fiscal year 2018 and 2019 TB-37/U Multi-Function Towed Array requirements, including: (1) up to twenty-three Multi-Function Towed Arrays; (2) Engineering Services; and, (3) Other Direct Costs. Deliveries are expected to complete 35 months after award of contract modification. The TB-37 MFTA is a towed sonar receiver and component sensor of the AN/SQQ-89 Anti-Submarine Warfare Combat System. The anticipated contract is intended to be awarded pursuant to 10 U.S.C. 2304(c)(1) which states "only one responsible source and no other supplies or services will satisfy agency requirements." FBO is the single point of entry for posting of synopsis and solicitations to the internet. Disclaimer: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement within ten days from the issuance of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via FEDBIZOPPS, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
