- PDF of combined synopsis/solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 17-233-SOL-00492. The solicitation is issued as a Request For quotation (RFQ) (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (iv)The corresponding NAICS code is 511210 and the small business size standard is $38.5 million. (v) A list of line item number(s) and items, quantities, and units of measure - Line Item Description Quantity 1. Part number: RDFAN10001T4 46 Renewal - Analytics Client Tier 2. Part number: RDFAX10003 4 Renewal - Analytics Client Server (Non-Production) 3. Part number: RDFAX10011 1 Renewal - ACL AX Server (Production) - For back end only 4. Part number: RDFAX10013 1 Renewal - ACL AX Server (Non Production) 5. Part number: LDFAX10005 8 ACL Legacy Analytics Client Server User 6. Part number: RDFAX10001T5 54 Renewal - Analytics Client Server Tier 5 (Sep 1, 2017 - June 30, 2018) (vi) Description of Requirements - This is a brand name requirement for ACL only. The ACL brand is required because the Office of the Inspector General (OIG) already owns the ACL software and requires continuous use of it. The software allows OIG technical staff to process large volume of data into "usable" auditor-friendly MS Access and Excel files; analyze MS Excel and Access and text files to obtain auditor-requested statistics and summaries; and perform simple data mining; and to process quarterly Medicaid data obtained directly from States. (vii) The period of performance is 07/01/2017 - 06/30/2018. Technical support, software upgrades and patches for existing licenses shall be at the JFK Federal Building, Boston, MA. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: • Low Price Technically Acceptable (x) Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
