- The subject requirement is for the acquisition of NSNs 2541-01-478-0466 and 2541-01-478-0735, ITEM DESCRIPTIONS, TRANSPARENT ARMOR MATERIAL V., AMC/AMSC 1/R. The FSC for this requirement is: 2541. An Indefinite Quantity Long-Term Contract with a three-year base period and 2 option years is anticipated. The total duration shall not exceed 5 years. Full and Open Competition applies. The solicitation will be available on or JUNE 19 at https://www.dibbs.bsm.dla.mil/rfp. The estimated annual quantity for NSN 2541-01-478-0466 is 56. The estimated annual quantity for NSN 2541-01-478-0735 is 26. Quantity ranges and delivery schedule will be noted on the RFP. FOB Origin-Government Arranged Transportation applies for CLIN. Inspection/Acceptance requirements will be noted on RFP. All responsible sources may submit an offer/quote, which shall be considered. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, delivery, and other evaluation factors as described in the solicitation. The Contracting Officer may utilize on-Line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifies will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307. Soliciation will be solicited as unrestricted. The NAICS code 336211 and business size of 1000 employees. All offer shall be in English language and in U. S. dollars. All interested suppliers may submitt an offer. Based upon Market Research, the Government is not using the policies contain in Part 12. Acquisition of commercial items, in its soliciation for the described supplies of services. However, interested persons may identify to the contracting officer the interest and capability to satisfy the Government's requirment with a commercial item within 15 days notice.
